With the reform of state-owned enterprises, especially the market economic systemgradually perfect and the changing international economic environment, the state-ownedenterprises exposed many deep-rooted contradictions, the traditional performancemanagement emphasis on financial indicators, neglect of non-financial indicators, or don’tcombine performance index with the strategy. The Balanced Scorecard(BSC) is to makeup for the traditional performance management tools, inherit its advantages, the papercombined with BL companys’actual production operation selects the BalancedScorecard(BSC) as the tool to optimize the production team performance managementsystem.This paper collects a large number of domestic and foreign team performancemanagement theory and Balanced Scorecard(BSC) data defining the theory throughrelevant literature and books and discusses the Balanced Scorecard(BSC) related content.Firstly, the article provides an analysis on BL company specific condition andperformance management and points out the existing problems and the factors affectingthe production team performance as well as the BL company necessity of implementingthe Balanced Scorecard(BSC).Secondly, the article optimizes the performance management system under theperspective of Balanced Scorecard(BSC). After building the company strategic map anddecompositting of organizational goal from the financial, customer, internal processes,learning and growth perspective, the paper determines the production team level modelaccording to the analysis and production process evaluation and determine the individualteam member model under the production team overall guidance evaluation meanwhiledetermine the index weight by AHP, which results in production team and team membercard.Finally, it points out the operation of team performance management system and safeguard measures. The production team performance management operation includes theimplementation of the production team performance, performance assessment, performance feedback and performance results application.This research using theBalanced Scorecard(BSC) to provide reference to build the team performancemanagement system has the realistic referential significance to solve the commonproblems of performance management system in manufacturing enterprises.
