| Since the 1990s,the Internet revolution,which was spawned by computers,network communications and information processing technology,has had a profound impact on the mode of information communication in human society.With the strong information dissemination capability of the Internet and the unique advantages compared with traditional media,such as highly openness,interactivity,immediacy and mobility,the popularization of science in our country is promoted to a new stage of development.It provides new impetus,means and vitality for our science popularization in China,and also puts forward new requirements and challenges.Since the mid 90s of last century,the Internet has become the forerunner of innovation driven development of science.It not only built a new space and new platform for science popularization community,but also inspired the public's new demand for science popularization.It also deeply influenced the form and pattern of science popularization.However,the Internet Science Popularization in China is still not really entering the "citizen understanding science" stage.There are four main reasons for this problem.First of all,the scientific community has not been aware of the importance of science popularization,the lack of in-depth exchanges and cooperation between the scientific community and the media,leading to the knowledge gap between scientists and the general public.Secondly,the public's low active participation in scientific understanding leads to a continuous weak national scientific literacy.Thirdly,influenced by the tendency of commercialization,the network media lacks the awareness of the responsibility of scientific communication,and even disseminating pseudoscience and falsehoods.In addition,the technical difficulty of developing scientific news reports and making excellent popular science programs is also one of the important reasons for the poor results of the network science popularization.These factors make "science" still in the "edge" position in the communication of Internet information.It is urgent to find new targets and countermeasures for the development of online science popularization.Based on the current status of China's science popularization,this paper uses the theories of philology,communication,public policy and science&technology management,and adopts the research methods such as qualitative research,theoretical deduction and case study.To avoid the limitations of short-term and cross-sectional research,we study the elements,characteristics,mechanisms,and evolution of China's network science popularization system from 1994 to 2016.In addition,the research object in the social and economic transformation of the macro-system,considering the level of technological development,national policy support,and the level of citizen science literacy,to put forward the new requirements,directions,and new strategies for the future of China's popular science road.Firstly,this study elaborates the formation of science popularization system from the three aspects of definition,constituent elements and function.It also elaborates the internal mechanism of innovation of information technology and reform of popular science communication system from the three aspects of essence,elements and transformation.Secondly,according to the development of China's network technology and its application in popular science fields,China's network science popularization can be divided into the traditional network popularization stage(1994-2009)and mobile network stage(2010-2016).This study describes the overall picture of the network popularization system at this stage from the impact of network information technology,the formation of network popularization system,the constituent elements and the basic situation and characteristics.In addition,the author also selected the most representative science popularization websites in two stages to conduct case studies,specifically analyze its operating mechanism and put forward viewpoints.Thirdly,the study finds out the factors that hinder the development of science popularization at the present stage by studying the features,dynamics,and adjustment mechanisms and social effects of the popular science dissemination system at the present stage.This part also provides some data support for theoretical research in the form of questionnaires.At last,author studies the situation,goals and countermeasures of China's innovation in popular science dissemination system in the new era.Through the evolution of China's social environment in the new era and the evolution of science popularization,the author has put forward the new road of "Internet +" science popularization.Then,the author defined objectives,tasks,and contents of innovation in popular science dissemination system in the new era.Finally,the author put forward concrete strategies for promoting science communication system innovation.This study holds that there are defects in the development of network science popularization in China,including the concept,the technological line and the development path.At present,the development of information technology has created an excellent environment and platform for the popularization of science,providing an opportunity for the public to understand and participate in science.It is promoting the evolution of popular science communication from "government led" to "civil synergy" and "public participation".In terms of practice,leveraging the opportunity of network power construction,the goal of our "Internet +popular science" action plan is to correct current conceptual deviations in network science popularization.Based on the urgent needs of the development of economic and social innovation,we should focus on the key and difficult points of the reform in popular science,accelerate the innovation of technology,system and mechanism,to further promote the exchange of elements of science resources,technology,content,platform and mechanism of communion,obtain the striding development from "addition" to "fusion". |
