The Evaluation Research Of The Effect About Popularization Of Science's Implementation In Hubei Province

Now the competition has gradually become "knowledge competition"and "talent competition" among countries and regions with the continuous development of global economic and technique.it plays an important role as a component part of public service in improving the public science literacy of popularization of science which benefits a lot to the new era of competition.There are excellent advantages on popularization of science in Hubei Province full of science and education with many great colleges and universities-as well as the scientific research resource. It also devotes itself to popularization of science to continually perfect its system flow and optimize the internal and external environment for its implementation.However, the popularization of science's effect is not satisfied contrasted to that in Beijing, Shanghai, Jiangsu province,Zhejiang province,Tianjin and other cities.It has become a top priority for the current economical society development in Hubei province on how to improve popularization of science and implementation effect as well as the public science literacy.The thesis proceeds the evaluation and research on the implementation effect of popularization of science by Documentary Analysis,Principal Component Analysis(PCA) and clustering analysis. Total four parts:Firstly, The article does the conclusion on concept, policy, investment, theory and evaluation of popularization of science by comprehensive review and summary on the documents research related to it both abroad and home;Secondly,The article does the theoretic analysis on its system composition,system process of its evaluation ,evaluation models and theoretical basis;Thirdly: The article analyzes on its status in Hubei province by classifying it according to the investment ,popularization activity and output of popularization of science during 2006-2014;Constructing an evaluation index system composed with one first grade index,four second grade indexes and seventeen third grade indexes according to the investment,medium,activity and comprehensive output of popularization of science. The thesis also analyze the its implementation effect based on composite scores ranking with the methods of Principal Component Analysis (PCA) and Clustering Analysis by the evaluation samples of its indicator data in the statistical yearbook of 2010-2014.Fourthly:The thesis summarizes the problems during popularization of science and offer a proposal of optimizing implementation effect during popularization of science in Hubei province.It is the research perspective of the article's innovation that is different from other existing researches beginning with national macroscopic perspective .This thesis focus on the region of Meso-level which is more targeted;on research contents, this thesis reviews the main factors of popularization of science and relevant data for recent eight years,and classifies them .The thesis constructs a set of index evaluation system according to the current popularization of science status of Hubei province as well as combining with scientific index and economic development level index. In the meantime,the article does the horizontal and vertical contrasts on the popularization of science implementation effect of 13 cities to analyze the issues during popularization of science in Hubei Province by the score ranking. At last,the thesis proposes to strengthen popularization of science system top design, pay attention to the collaborative governance on it; enlarge its financing channels, strengthen its funds investment; deepen reform of its talents management system, perfect the its training and recruiting system,widen its activity implementation channels promoting audiences' participation,Improve its evaluation mechanism,promote its sustainable development and other suggestions.
