The Influential Factors And Evaluation System Of The Eco-development Of Chongqing’s Public Rental Housing

Recently, public rental housing as a method to solve the problems of sandwich class and to reflect humanistic care has been playing a more and more important role in promoting the reform and opening up, keeping society steady and speeding up the development of society.In recent years, scholars at home and abroad studied the living differentiation phenomena in big and medium-sized cities and pointed out that the living condition in those cities has become the differentiation of classes. As a sandwich class of living space, public rental housing stands in the key position of social stratification. To deal with the social development of public rental housing is to ensure the stability of relationships between social classes. The mode of public rental housing in Chongqing researched in this article acts as a model for the whole country. The construction of public rental housing in Chongqing breaks the troubles of register limitations in indemnificatory housing. At the same time, it combines the modes of low rent housing and affordable housing. It does not only help the low income groups in the cities to enjoy a better living condition, but also solve the problem of fund raising of the indemnificatory housing. Five years since 2010, the development of public rental housing has attracted the attention from allover the country. Although it has created new modes for system management and fund operation, it still faces great challenges from the perspective of its eco-development. The eco-development of public rental housing mainly consists of the sustainable development of population, resource, environment and society surrounded the public rental housing. Under such background, this article considers about the factors that influence the eco-development of public rental housing, including population, resource, environment and society factors. It examines practically the social eco-development situation of Chongqing Minxinjiayuan public rental housing community Chongqing Chengnanjiayuan public rental housing community and Chongqing Minanhuafu public rental housing community. It observes scientific principle, all-rounded principle, dynamic principle and comparability principle and combines related standards at home and abroad and the specific circumstances to construct a target system for the eco-development of Chongqing public rental housing, including four sub-system layers, population, resource, environment and society, and 15 specific targets. Through field research, it gets the original data related with the targets; and through questionnaire, it gets the related first-hand material; through entropy evaluation it gets a comprehensive evaluation of the target system for the weight of target in the eco-development system in Chongqing. At last, it offers advice for aspects in Chongqing eco-development housing, including population, resource, environment and society by comparing the targets of the three communities in Chongqing with comparative method.
