The structural reform of the supply side is an important means for our country to reform the current situation of the new normal economy in the face of various supply problems.By emancipating and developing the social productive forces,it requires the state-owned enterprises to be people-oriented and innovation driven to realize the innovation and development of enterprises and talents.Therefore,in the process of development,the state-owned enterprises should carry out innovative management of talents,develop and utilize the talents of the state-owned enterprises,and make them have the value of creation and increase the value of labor to the innovation and development of the state-owned enterprises,and realize the drive of the structural reform and innovation of the supply side.In view of the current situation of personnel management in the Sinopec,this paper finds that there are many problems in the personnel management,the education of talents,the value appreciation of talents and so on.Through the guidance of the theoretical research of human capital and the flow of talents and human capital,the problem of talent management in the enterprise is solved and the theory and the theory are systematically discussed.The combination of cases,the transformation and upgrading of the human resources department,the promotion of the flow of professional and technical personnel,the improvement of the flow value of talents,the formation of various forms of education and the improvement of the investment in talent education.It makes the state-owned enterprises find the importance of the transformation of the functions of the human resources department,provide the form of the state-owned enterprises in promoting the flow of talents,make the state-owned enterprises more clear and powerful in the investment of talent education,and make the state-owned enterprises realize the significance of the development of human capital and the accumulation of the value of talents.
