Research Of Multiple Planning Integration Index System

Multiple Planning Integration is not only an important measure to strengthen the government's space management and control capabilities and realize the intensive,efficient and sustainable use of space in the country,but also an urgent requirement for ensuring the effective implementation of the cities and counties planning.The index system is the key to achieving Multiple Planning Integration and an important part of reconstructing the spatial planning system,as well as the one of the core tasks of Multiple Planning Integration.Studying Multiple Planning Integration index system has importantly theoretical and practical exploration.Firstly,this paper comprehensively summarizes the development experience of domestic and international spatial planning,systematically analyzes the characteristics of spatial planning's index differences and their causes.The thesis selects 30 districts of Chinese top 100 as the analysis object,then analyzes the national economic and social development planning,the overall planning for land use,the overall urban planning and environmental protection planning.Based on the ideas and principles of the Multiple Planning Integration index system,the frequency analysis,membership degree analysis,correlation analysis,and discrimination analysis are performed on the four major planning index systems sequentially,in order to ensure the reliability and validity of the index system,ultimately forms a reasonable and effective Multiple Planning Integration index system.The entropy method was used to measure the development level of Multiple Planning Integration in Louxing,deeply analyzes the existing problems and the reasons behind them,and proposes corresponding countermeasures.The main conclusions are as follows:(1)Multiple Planning Integration index has problems such as various types of planning index have different emphasis,duplication and similarity,numerical conflicts and lack of convergence,The main reasons are the different top-level design of the index system,different data sources and statistical calibers,and the ambiguity of the index calculation process.(2)Through several rounds of selecting,Multiple Planning Integration index has formed four target layers,nine element layers and 39 single index indicators,Multiple Planning Integration index system has a close relationship with the level of economic and social development of the region,the quality of the ecological environment,the utilization of resources and the level of space control.(3)According to the Multiple Planning Integration index system,the Multiple Planning Integration measurement results of Louxing indicate that Multiple Planning Integration of Louxing is at a low level,far lower than that of the county-level districts in eastern developed regions.At the same time,the level of economic and social development of the region,the quality of the ecological environment,the utilization of resources and the level of space control all lower than these of the Chinese top 100 districts;it is necessary for Louxing to strengthen the construction level of Multiple Planning Integration in many aspects.(4)The development of Multiple Planning Integration in Louxing has some problems such as relatively lagged development,insufficient impetus,lack of space planning,and imperfect institutional mechanism.To realize the orderly advance of the multiple planning integration,the following aspects should be used:the promotion of comprehensive strength,the establishment of comprehensive space coordination,the formation of a sound institutional mechanism,and the clear planning and management scope.
