Research On Tractive Efforts And Achievements Of Financial Anti-poverty Funds

Financial poverty alleviation is a great poverty alleviation project promoted by government,and it is an important protective method to eradicate poverty and realize common prosperity.However,the poverty alleviation in our country is still confronted with the arduous task of poverty alleviation,the shortage of funds for alleviating poverty and the lack of other participants ' enthusiasm.We should take the financial fund as the leading,pry the social capital,and promote the economic and social development of the impoverished area,in order to encourage the poor to realize "two aspects are not worry,three aspects of protection".Based on a systematic review of the role of financial anti-poverty funds in anti-poverty,and of the research on its impact on other pro-poor resources,this paper analyzes the causes of poverty alleviation and the internal mechanism of traction by using the theories of the nature of the public goods,the profit-making of social capital,the financial credit guarantee and the multiplier effect The paper therefore uses the panel data of H Province for 2009-2015 years to establish the fixed effect model,through which the multiplication of financial anti-poverty funds and social anti-poverty funds is introduced.The paper empirically examines the traction function and effect of financial poverty alleviation funds.The results show that the financial anti-poverty funds have a traction effect on the social funds investment in the field of poverty alleviation,and the cooperation with social funds can improve the per capita income of rural residents in poor areas,thus putting forward some related policies and suggestions,which involves in the reinforcement of the investment on financial anti-poverty funds and the reformation on financial investment model of poverty alleviation.The innovation of this paper mainly lies in:on the basis of theoretical research on the traction function of financial poverty alleviation funds,the paper creatively uses the panel data of H Province for 2009-2015 years,and empirically tests the traction effect and the result of financial poverty alleviation funds.Further more,the paper provides theoretical basis,data support and policy suggestions for poverty alleviation by taking financial anti-poverty funds as the leading role and leveraging social capital to help the poor.
