Problems And Countermeasures Of Old Village Reclamation

The old village reclamation can effectively increase the cultivated land area,alleviate the contradiction between construction land and cultivated land protection,improve the rural living environment and promote the construction of beautiful countryside,which is of great significance to the implementation of the strategy of rural revitalization.This paper takes 54 old village reclamation projects carried out in ninghua of Sanming city from 2010 to 2013 as the research object,and based on the systematic analysis of the benefit and potential evaluation of the old village reclamation,summarizes the main problems existing in the old village reclamation work in the research area,and puts forward the corresponding countermeasures.The benefit analysis shows that the economic benefit of the reclamation work of the old village in the study area is remarkable,the investment of 129 million yuan of reclamation funds generates the income of 425 million yuan,and the return on investment is as high as 329.2%;At the same time,the implementation of the project has produced good social benefits,providing more than 1800 jobs,the new arable land area of 101.46 hm2;The drought resistance and waterlogging resistance of the reclaimed project area are improved,and the agricultural ecological environment of the reclaimed area is improved.From the potential evaluation point of view,ninghua county old village reclamation potential is huge,theoretical potential and practical potential of 1365.63 hm2 and 459.29 hm2,respectively.Ninghua county old village reclamation work has achieved some results,but there are still some problems,such as lack of policy advocacy,the public will is not high;Heavy index light quality,management is difficult;The reclamation cost is high,and the ecological environment is damaged;Lack of hematopoietic mechanism,the masses benefit is limited.In view of the above problems,this study puts forward the following countermeasures:policy guidance,change the traditional thinking of the masses;Strict examination and approval,reasonable and orderly implementation of reclamation;Multi-party participation,according to local conditions to implement reclamation;Multi-pronged approach to improve the quality of cultivated land reclamation;Integration of resources,revitalize the rural land assets;Strengthen supervision,broaden the channels for the use of funds.
