Characteristics of rural residential land include large-quantity,small-scale,scattered layout and low concentration.In 2010,in order to find out the possibility of the land remediation,Fujian province carried out a special investigation towards the rural inefficient construction land,and research about the old village reclamation policy has been finished.The old village reclamation is an important part of the rural construction land remediation.It is also a major breakthrough of the active exploration of the intensive land use under the current land management system.It is a creative land utilization policy which supports the rural "Beneficial Project" and promote the new rural construction.Through the old village reclamation,the re-usage of the rural inefficient can be activated,the land use structure will be optimized and the level of land intensive can also be improved greatly.In addition,if the old village reclamation is linked with the transaction index,it will be of great significance for easing the pressure on urban construction land usage,as well as promoting urbanization development process and protecting the cultivated land resources.Relying on the current work progress of the old village reclamation in Ninghua County and based on the "Ninghua County Land Remediation Plan",by using the SWOT analysis,this paper points out the advantages and disadvantages of Ninghua County in implementing the old village reclamation policy.Ninghua County has advantages in resources,rural residential remediation potential and implementation experience.It also has a lot of opportunities because of the rapid socio-economic development and preferential supporting policies.However,there are also disadvantages,such as weak economic foundation,complicated topography and fragile ecological environment,poor quality of arable land,as well as scattered rural construction land,difficulty in cultivated land balance,and the increasing contradiction between supply and demand.The final conclusion of this paper is concluded as following:(1)In the study area,the cultivated land area is insufficient,and the level of land intensive use is quite low.Through the implementation of the old village reclamation project,the remediated rural residential land is 3,924.85 acres.It is supposed to have a high potential of increasing 3,527.72 acres of arable land to the whole county,which means a lot to the old village reclamation.(2)This paper puts forward the countermeasures and suggestions for the reclamation of the old village in the study area.It guarantees a healthy and sustainable development of the old village reclamation,and provide useful references for implementation of the old village reclamation policy in the study area.First of all,more efforts should be put into the publicity of the policy,and farmers need to be guided to change their mind on the working mode in the future.Second,planning first and more reasonable site selection to make the implementation of the old village reclamation smoothly.Third,take standardized operation to ensure that there will be a standard for each step of the project.Fourth,improve the quality of cultivated land construction,promote the work of stripping and reuse of the farming layer,strengthen the construction of farmland infrastructure,and take appropriate measures to improve the quality of arable land.Fifth,it is necessary to combine the project with the construction of the central village,and strengthen the demonstration of fine works.Sixth,it is important to establish a reasonable distribution mechanism,in order to protect the interests of farmers.
