Study On The Evaluation Of Final Management And Maintenance Performance Of Rural Land Consolidation Based On Farmers’ Perspective

Final management and maintenance of Rural Land Consolidation (RLC) is an important part to assure that the function of rural land consolidation is greatly exerted. Because of the lack of corresponding supervision system, the current final management and maintenance of RLC lags behind. From two aspects of project process and results based on farmers’perspective, this paper takes seven rural land consolidation projects in water net plain polder engineering mode and pre plain engineering model district in Hubei province as an example and uses Fuzzy Comprehensive Evaluation Method based on entropy weight and the Obstacle Degree Model to estimate the performance level of final management and maintenance and reveal its obstacle indicators..The main conclusions are as follows:(1) land consolidation area is the main area for production and living of farmers, farmers are the ultimate beneficiaries of land consolidation project, They concerne and understand the actual situation of rural consolidation project areas. Therefore, the evaluation index system built from the process and the result of final management and maintenance of RLC based on the farmers’ perspective, And adopting the multi-level fuzzy comprehensive evaluation model and obstacle degree model to measure the performance of final management and maintenance of RLC, and reveal its obstacle indicators using household survey data are reasonable and feasible.(2) There are regional differences in the performance level of final management and maintenance of RLC. in water net plain polder engineering mode:The process performance of Yuyang project in Qianjiang City,"Xing land snail" project and" basic farmland project" in Gongan County are is general, The results of performance is higher and comprehensive performance is low. In pre plain engineering model district, performance evaluation results of plain Yidu Gaobazhou project is that process performance is general, The results of performance is higher and comprehensive performance is general. Performance evaluation results of Shancha project in Xiaonan is that the process performance is low, The results of performance is general, and comprehensive performance is low.Performance evaluation results of XiaoGang project in Xiaonan is that the process performance,The results of performance and comprehensive performance are all low.Performance evaluation results of Lishi project in Shayang city is that the process performance, The results of performance and comprehensive performance are all higher. Therefore, the performance level of final management and maintenance of rural in the investigation area is generally not high, Comprehensive performance of final management and maintenance of rural is jointly decided by the process performance and the result performance, and the final performance level is more restrained by process performance; Therefore, in the implementation of final management and maintenance of RLC, firstly we should pay more attention to the management and maintenance process, which is the guarantee to the good performance.(3)Through the diagnosis and analysis the influence factors of final management and maintenance of RLC, we could draw that:The process factors including management main bodies, management systems, management funds and management measures and the results performance of irrigation and drainage project and farmland protection project have significant impacts on promoting the comprehensive performance level of RLC in the criterion layer.in the factor layer, obstacle degree mainly include the clear degree of management subject, the effectiveness of inspection, dissuasion and repairing and dredging of engineering facilities, and structure condition of farmland protection engineering.following measures should be adopted to raise the performance level of final management and maintenance of RLC:Firstly, we should identify the main body of management and farmers’ organizations spontaneously formed should be the first choice for the main body of management and maintenance of RLC. Secondly, we should establish practical institutional systems to assure the timeliness and effectiveness of normalized daily procedures of management and maintenance. Thirdly, we should raise funds of final management and maintenance of RLC in multi-channel, and arouse the enthusiasm of farmers to participate in final management and maintenance of RLC projects.
