Shanghai and Chongqing have been experimenting with property taxes for six years.Shanghai is a first-tier city.The pilot focuses on controlling the city's capacity,distinguishing between local and foreign people,and levying property taxes on incremental properties.Chongqing is a second-tier city in the developing world.The real estate tax is a pilot tax on the stock and increment of high-grade and single-family homes,and is granted tax exemption on a larger scale.The purpose of both policies is to curb real estate speculation.To control the real estate prices caused by real estate speculation,maintain the stability of the real estate market;both places refer to international standards,and use property tax revenue for local real estate security investment,which reflects the code The local tax features.Domestic academics have been arguing over whether a property tax can reduce house prices,and have not yet formed a unified view on the measures taken to collect the property tax.In the previous period,housing prices in China have skyrocketed and the property market has been unstable.The investment attribute of housing is far greater than that of residence;the government's policy of limiting purchase and lending is only short-term.Housing prices are still difficult to return to their residential properties.The academic community does not agree on the role of property tax in restraining housing prices.This paper studies the impact of Shanghai and Chongqing housing tax pilot projects on housing prices.The purpose is to explore the real impact of the real estate tax on housing prices.Policy recommendations for the reform of the property taxThis paper consists of four parts:The first chapter discusses the research background,research significance,domestic and foreign research review,research ideas and research methods,research framework,possible innovation and deficiencies.Chapter 2,analysis of Shanghai,Chongqing property tax pilot status,Shanghai,Chapter 3,empirical analysis of the impact of Shanghai and Chongqing real estate tax pilot on housing prices,the main content is: evaluation model selection,design measurement model,Based on the six years' data of Shanghai and Chongqing,this paper empirically analyzes the effect of real estate tax pilot on housing price adjustment.Using the policy evaluation model DID to study the housing.The effect of production tax pilot on housing price regulation is also extended,and the original DID model is extended.The policy expectation before the trial is tested by using the dynamic panel data model,that is,the DID model hypothesis is verified.For the housing market,which can not meet the DID model assumptions,the real estate market can not meet the DID model assumptions.Introducing variable tools to establish AR model regression,according to the different conditions of the real estate tax pilot econometric modeling analysis to ensure the credibility of the empirical conclusions.The empirical results show that the real estate tax pilot did not achieve the desired results;The effect of real estate tax on different real estate market is different.Although there is a negative correlation to the regulation of house price,the control force is limited.The change of market price is still the fundamental aspect of the economy.Chapter 4,combined with the previous discussion and demonstration,puts forward some policy suggestions to perfect the reform of property tax,that is,to control the expectation of housing prices,to push forward the reform of real estate tax according to local conditions,and to make clear the key points of the implementation of property tax.Restrain the real estate speculative demand;perfect the supporting policy of the property tax,speed up the promotion of the property tax;legislate to establish the main body of the property tax tax,carry on the authorization reasonably;make clearthe property tax policy goal,make the house return to the residence attribute.
