The pilot of Province-Ministry Cooperation of Industry University Collaboration was firstly implemented at Guang dong,which increased in R&D collaboration aggregate between university and enterprise,and innovated in collaborative mode.Currently,numerous policies of China concerns Industry University Collaboration.The 18th National Congress of the CPC put forward to establish the enterprise-centered,market-oriented,industry-university collaborated innovation system.Even if neo-innovation mode,the transfer ratio of research achievement is low that the investment on R&D program had not yet transferred into efficient economic driver.The research on the issue of technology economy double-skin phenomena is meaningful to Chinese economic restructure.Industry University Collaboration is the game between enterprise and university,research institution.According to the evolutionary game analysis on industry university collaboration,the decision process of participants of industry university collaboration is featured with path dependence that the original status of the participants is crucial.Meanwhile,the reasonableness of benefit distribution,to a great extent,determines the kind of collaborative strategy of enterprise and university,research institution.Therefore,the problems of Guangdong's Province-Ministry Cooperation of Industry University Collaboration should be resolved mainly from these two prospective mentioned above.As to the real problems of Guangdong's industry university collaboration,university institution reform is suggested to closer the relationship between talent cultivation&subject establishment of university and local economic development,directing the power of university research to serve the development of local economy.At the same time,local government should change the financial function into managing function and deeper the patent system reformation to internalize the incentive mechanism.
