Research On The Value Co-Creation Of Innovative Ecosystem Of Government-Industry-University-Research Collaboration In GBA

In the context of changing international trade pattern,innovation is the key factor to determine a country or region's comparative advantage and enhance international competitiveness.The collaborative innovation ecosystem of government,industry,university and research is an important guarantee of innovation efficiency and sustainable development.At present,Guangdong-Hong Kong-Macao Greater Bay Area is one of the most innovative regions in China,but there is still a certain gap from the construction of “an international science and technology innovation center with global influence”.Only by building a good collaborative innovation ecosystem of government,industry,education and research and giving full play to its value co creation role,can we make the most of domestic and foreign research funds,research and development and service institutions,high-end talents and other resources To build a highland of independent innovation,enhance the competitiveness of foreign trade in the bay area,and seize the opportunity in the international market.Firstly,this paper analyzes the current situation of the collaborative innovation ecosystem of government,industry,university and research in Guangdong,Hong Kong and Macao,and establishes the value co creation evaluation system of the collaborative innovation ecosystem,and empirically tests the level of value co creation of the collaborative innovation ecosystem of government,industry,university and research in Guangdong,Hong Kong and Macao.Then,it compares the collaborative innovation ecosystem of government,industry,university and research in Guangdong-Hong Kong-Macao Greater Bay Area with that of San Francisco Bay Area in the United States and Tokyo Bay Area in Japan,finds out the gap through horizontal comparison,analyzes the problems existing in the collaborative innovation ecosystem of government,industry,university and research inGuangdong-Hong Kong-Macao Greater Bay Area,and draws on the experience of collaborative innovation in the San Francisco Bay Area in the United States and Tokyo Bay Area in Japan.Finally,on the basis of the previous research,the paper puts forward the path to realize the value co creation of the collaborative innovation ecosystem of government,industry,education and research in Guangdong,Hong Kong and Macao.It is found that the "9 + 2" sub regional innovation system in Guangdong-Hong Kong-Macao Greater Bay Area is in a more coordinated and orderly state,and has initially formed a more orderly collaborative innovation ecosystem of government,industry,university and research,showing a certain level of value co creation.However,the value co creation level of the collaborative innovation ecosystem of government,industry,university and research in Guangdong-Hong Kong-Macao Greater Bay Area still has a great room for progress,which needs to be further improved.The existing problems are:(1)regional talent imbalance;(2)regional barriers exist in the flow of capital and talent and other innovative resources;(2)the investment model of innovation capital is not diversified;(4)lack of basic research;(5)the role of innovation radiation of large-scale high-tech enterprises is limited;(6)small and medium-sized high-tech enterprises are small in number,small in scale and low in market competitiveness;(7)The transformation efficiency of innovation achievements is not high.Compared with San Francisco Bay area and Tokyo Bay area,the overall coordination system and mechanism of the collaborative innovation ecosystem of government,industry,university and research in Guangdong-Hong Kong-Macao Greater Bay Area is not perfect,and the efficiency of innovation resource regulation and control is not high;the science and technology intermediary service institutions and achievement transformation mechanism are not perfect;the high-tech industry cluster needs to be strengthened;and the supporting role of infrastructure needs to be strengthened.The ways to improve the value co creation level of the collaborative innovation ecosystem of government,industry,university and research in Guangdong-Hong Kong-Macao Greater Bay Area are as follows: the government and the non government should make joint efforts to create a pattern of innovation linkage in the great bay area;optimize the industrial cluster of Guangdong-Hong Kong-Macao Greater Bay Area,promote the transformation of innovation achievements;build a highland for the collaborative innovation talents cultivation in the bay area,promote the collaborative development of industry,university and research;improve the financial ecosystem in Guangdong-Hong Kong-Macao Greater Bay Area,and provide funds for collaborative innovation capital support;pay equal attention to physical space and social space construction to build a multidimensional innovation ecosystem;and so on.
