Energy and environmental issues are problems that must be emphasized in the rapid development of our country,reduce dependence on fossil fuels such as coal and oil,and developing clean energy is the key to solving this problem.Biomass energy is an important clean energy,in line with the characters of green development:low-carbon,environmental,renewable and so on.China has vast land resources,so the biomass energy is also rich.Rational utilization and development of biomass energy is an effective way to optimize energy consumption structure,reduce carbon emissions and ensure energy and environmental security.Biomass power generation is the simplest and direct way to use biomass energy,after more than a decade of development,biomass power generation in China has gradually become a certain scale.However,the problems of fuel collection,brokers vary widely in size have brought a series of challenges to the biomass power plant during fuel purchase,inventory and dispatch,which are the important topics that we need to study.In this paper,we first analyzed several modes of biomass supply fuel supply chain,established a comprehensive evaluation index system covering 15 indicators including collection,inventory,transportation and other comprehensiveness,using ANP to make a comprehensive evaluation of various modes,the advantages and disadvantages of various modes are analyzed,select the appropriate mode of supply as the basis for the study,found the problem that in the current biomass power generation fuel supply chain,the inventory and transportation costs is too high.Based on the results of the model evaluation,this paper focuses on the issue of fuel inventory and scheduling in biomass power plants in the "farmers+brokers+third party logistics+power plant" mode,and systematically analyzes the fixed investment,operating costs and profits of all parties in the biomass fuel supply chain with a relatively wide range of applications.Based on the analysis results,the CVaR theory is introduced to establish a biomass power plant fuel inventory and dispatching optimization model.With the lowest cost of fuel inventory and dispatch in biomass power plant and the lowest CVaR of cost under the risk of price fluctuation,the optimal value of fuel storage in power plant is optimized and the monthly dispatch of various fuels.The optimization results show that the internal storage value of the power plant only needs to be slightly larger than the amount of fuel needed per month.Large amounts of storage should be avoided.So we put forward another way for the brokers to store the fuel,and set up an integer programming model to target a fixed investment amount of the broker and maximize the total profit of the brokers in the region to get the more scientific stock points(brokers),and to optimize the fuel supply chain of the biomass power plant for reference.
