To avoid subsequences of the intensification and contraction of energy crisis, environmental pollution and climate change, it is the trend to develop renewable energy sources. The utilization of biomass energy which has the characteristics of high quality of power energy and high reliability is an important choice for developing renewable energy. There had been a large amount of correlational research on biomass power generation industry currently at home and abroad. On one hand, through the analysis of these studies, this paper found that most of studies had been conducted in the level of enterprises in the isolate point of view on the technical study of different segments of biomass power generation supply chain systems or on the external environment including public opinion, as well as laws and regulations. Therefore, aiming at these problems, this paper established operation model of biomass power generation fuel supply chain in a contact view. On the other hand, the disintermediation was proposed as for the disadvantages of the existing supply chain of middlemen, and make full use of the villagers committee for supervising fuel quality. Meanwhile, the enterprise will replace the middlemen and transacted business with fuel supply source directly by self-built collection system. The quality of fuel, supply stability, and the rationality of the fuel prices can be effectively guaranteed.This paper firstly analyzes the domestic and foreign research status of biomass supply chain, and then on the basis of analyzing the conventional supply chain, designs a fuel collection, transfer and utilization commercial operation system of biomass power generation industry. The system considers the power plant as the fuel utilization part and designs an independent transporting station, farmer and villager committee part to achieve the value exchange of biomass fuel and establishes general equilibrium model. With the method of system dynamics and established model, this paper constructs the causality diagram to delineate positive or negative feedback loops among these members and the flow graph of biomass power generation fuel commercial operation system, and then uses Vensim for system simulation and sensitive analysis. Simulation results proves the possibility that there would be a stable state for the system, government subsidy and reinvestment coefficient are sensitive factors for biomass fuel industrial system. The government should subsidize according to the subject, and the proportion of reinvestment should consider the industry characteristics. Research conclusion provides a new view for the ligament function of villager committee, which has instructional meaning to establish commercial operation mode for biomass industry, and then take the key factors as the starting point, some policy suggestions were put forward to biomass power generation industry and extension pattern.
