With the development of the national economy and the promotion of urbanization,the labor market has diversified labor forms,and flexible employment has developed vigorously.In 2015,"the Central Committee of the Communist Party of China on the formulation of the thirteenth five year plan for national economic and social development" proposed:"strengthen the support for flexible employment,new employment form,and promote the independent employment of workers." However,different from the employees who have fixed employment in the "regular" units,the State takes the voluntary principle for the participation of flexible employment personnel.As a whole,the participation rate of the flexible employment personnel is far below the non flexible employment personnel,and there is a great risk in the future life of the elderly.Wuhan is an important city in Central China.According to the analysis report of the latest employment prosperity index issued by the Wuhan Municipal Bureau of people's society in 2018,the employment scale of Wuhan is continuously expanding,among which more workers choose to engage in part-time,temporary and seasonal work to achieve flexible employment.In recent years,the flexible employment population in Wuhan has been growing at a rate of about 5%,and analysts believe that in the Internet age,flexible employment prospects are considerable and will become a force that can not be ignored in employment growth.The purpose of this study is to understand the insured situation of Wuhan's flexible employees and its influencing factors.Therefore,on the basis of reading a large number of domestic and foreign relevant scholars,the present data are summarized,and the questionnaire survey and the form of individual interviews are used to investigate the specific and flexible employment population in Wuhan.Through the investigation of statistical data analysis and interview analysis,the status of the insurance for social insurance for social security is understood.And the factors affecting the insurance.According to the results of the questionnaire and interview,the problems of the flexible employment personnel in the social security pension insurance are summarized as follows:1.the income of social security is not clearly paid,and the confidence of the future can be insufficient;2.the income level of the flexible employment personnel is back from the willingness to participate in the insurance,and the threshold of the payment of social security pension is too high;3.is missing.Lack of unobstructed access to social security information.On the basis of the data of questionnaire survey and case interview,this paper summarizes the factors affecting the participation of flexible employment personnel,and analyzes the applicability of current policies in combination with the current flexible employment policy in Wuhan.Through the analysis of the policy,it is found that there are the following defects in the existing flexible employment personnel policy in Wuhan compared with the flexible employment personnel.1.relative to the income level of the flexible employed person,the base of payment is set too high,and the economic burden is caused for the flexible employment.In the 2.way,flexible employment The proportion of individual accounts and overall accounts and the level of payment are treated equally with those of the ordinary workers,so that the payment amount of the flexible employment personnel is higher in the same situation,resulting in the lack of enthusiasm for the participation of the flexible employed persons;in the 3.treatment level,the contribution of the individual to the individual is involved in the calculation of the social security pension insurance.The annual social average wage and other variables,therefore,can not immediately calculate the amount of money that the flexible employment personnel can receive in retirement a few years later,thus affecting the decision making of the flexible employment personnel.4.official propaganda on flexible employment insurance is not strong,and information channels are not clear,which affects the acquirement and understanding of policy information by flexible employees.According to the above analysis,this paper puts forward the following suggestions on the current policy of flexible employment personnel in Wuhan:1.set a total contribution base;2.to the proportion of individual accounts and overall accounts and the amount of payment in the way of dispatch,and make a corresponding inclination to the flexible employment personnel in policy;3.according to existing examples,or limits.It provides a range of pensions that can be referred to by flexible employment personnel;4.provide a convenient access to information access,expand the visibility and influence of the policy of flexible employment personnel participation,and 5.simplify the process to achieve paperless and electronic.
