Research On Outsourcing Management Of Telecom Network Maintenance Service

In 2008,telecom operators in China were integrated into 3 biggest operators from 6 ones.In order to obtain better development environment,it has formed relatively perfect and mature management system through years of exploration.For telecom operators in China,actively adopting maintenance outsourcing service can greatly strengthen market core competition of enterprises,reduce expenditure in maintenance cost,and take more human resources,materials and capitals to carry out management and expansion of core business,therefore furtherly enhancing creation and flexibility of enterprises.Network maintenance outsourcing has been used by telecom business activities only for short time;therefore it is not relatively perfect,and Chinese enterprises only make a little exploration at present.Some operators have not formed complete and correct cognition on maintenance outsourcing service,which causes process control of formulation and implementation lacks of rationality and pertinence,meanwhile it lacks of scientific performance evaluation system,leading to negative restriction effect.In some cases,the service ability and level of enterprises and enterprise brand image are reduced.Therefore,making research and discussion on how to effectively develop maintenance outsourcing service has great important theoretical and realistic meanings.This paper uses management theory of service outsourcing as base and core of this research,introduces relevant theory and concept of telecom company maintenance service outsourcing,refers to main national network maintenance outsourcing model and process in international,analyzes and discusses in details on network maintenance management work state and existing main problems,shortages adopted by X company at present,makes discussion and analysis on opportunity,threat,advantage and disadvantage in the process of application service outsourcing model of X telecom enterprise through SWOT whose aim is to effectively guide practice activity of X enterprise on maintenance service outsourcing model,helping it to choose and adopt correct maintenance outsourcing management way,and summarizes the basic principle and basic method of choosing maintenance outsourcing operators.The paper finally puts forward outsourcing management implementation model of X telecom company,including maintenance service outsourcing management organization,production model of maintenance service outsourcing,site management model,technology support system of maintenance service outsourcing,quality control process of maintenance service outsourcing,performance evaluation of maintenance outsourcing,grade evaluation of operators etc.This can strengthen enterprise market core competition and maintain sustained,healthy and stable development of enterprises.It hopes this paper has corresponding reference effect on other enterprises in Chinese telecom industry,accelerates enhancement in management ability and level of maintenance service outsourcing model in Chinese telecom industry.
