High-tech industry is one of the highly knowledge-and technology-intensive industries, andits core competitiveness lies in innovation and technological progress. So it’s particularlyimportant to enhance the independent innovation capability of high-tech industry. Technologyspillover which is called positive externalities of technological innovation has been considered tobe a source of technological progress and economic growth. In the context of economicglobalization, lots of studies analyzed innovation capacity of high-tech industries from theperspective of international technology spillovers, and the local technology spilloversperspective were less involved. Thus this paper will study and analyze the impact of indigenousand international technology spillovers on the high-tech industry innovation capacity, which isimportant to improve the independent innovation ability of Chinese high-tech industry.Based on endogenous growth model, this paper defines the relevant concepts and reviewsliteratures about technology spillover, innovation of high-tech industry; then, it theoreticallyinvestigates the mechanism about endogenous innovation efforts, indigenous and internationaltechnology spillovers’ influences on innovation; After that, it analyzes the status of Chinesehigh-tech industry; Finally, on the basis of the status of Chinese high-tech industry technologyinnovation, the paper uses industrial panel data, and empirically investigates the influence oftechnological spillovers on industry innovation ability, and carries out conclusion and strategicsuggestions.The results are as follows: for indigenous technology spillover, research institutions have apositive effect on innovation capacity, and the spillover of industrial agglomeration is unstable;for international technology spillover, exports plays a significant role in promoting theinnovation, and the R&D activities of foreign investment have little effects on the innovation. Indifferent opening-mode, indigenous technology spillover in foreign-oriented industry is betterthan the domestic-led; the R&D activities of foreign investment and exports benefit theinnovation of foreign-oriented industry, but exports inhibit the domestic-led.
