In the modern international trade, it is no doubt that the enormous comparativeadvantage of high-tech products was already exist, and it can be said the developedcountries take advantage of the High-tech products in squeezing the natural resources andlabor resources in developing countries. So for our country, it is urgent to extend the scaleof high-tech industry, and enhance the level of high-tech industry technology innovation.Therefore, the study of the technology innovation efficiency on high-tech industry indifferent areas of our country, not only helps to find the gaps and diversity of differentregions high-tech industry technological innovation, but also promote the High-techindustry development in the scale expansion and the promotion of technologicalinnovation, and eventually improve the level of high-tech industry development and thetechnical innovation ability in the whole country, and make our country has an importantrole in the competitive landscape of international high technology in the future.Through theoretical analysis and empirical analysis with the combination of researchmethods, This paper has studied the problems on the development of high-tech industryand the efficiency of technology innovation. in our country. First of all, analyze thetechnological innovation theory and the theory of high technology industry, andsummarize the development of the technology innovation theory and the empiricalresearch of technology innovation on high-tech industry. Then analyze the characteristicsof high-tech industry and the current situation of technological innovation in Chinadescriptively. Then design the empirical analysis of regional imbalance of the technicalinnovation efficiency in High-tech industry in our country, firstly analysis the method ofthe DEA-Malmquist index, then establish the four inputs and two outputs indicators, andthen, according the three parts of the our country and the provinces and cities of thewestern region input and output sample data from2001to2012, calculate and analyze allthe regional high-tech industry technological innovation efficiency.Conclusions are as follows, Since2001, our country regional high-tech industrialtechnology innovation has increased a larger, the biggest rise is the central region, andsince2006the western region years decreased significantly; the impact of the regionaleconomic development which come from the improve of high-tech industry technologyinnovation efficiency in western region is much bigger than the national and the easternregion, but far lower than the central region. The growth of the national high-tech industry technology innovation efficiency is mainly thanks to technological progress index,technical efficiency only play a supplementary role, especially in the east, but thecontribution of technical efficiency is more than the technological progress in the westernregion; the growth of pure technical efficiency of high-tech industry is the main reason forthe technical efficiency growth in China, scale efficiency only play a minor role, themanagement level and the economies of scale has a large improve space in the westernand central regions; In the western region,,the innovation efficiency of high-tech industryincreased much faster than the other region in the early stage of the westerndevelopment,,but far behind the other regions in the later stage of the westerndevelopment. Besides, the scale of high-tech industry development and the level oftechnological innovation in the southwest region is far more than the northwestern region.After the summary of research conclusions, this paper put forward some policysuggestions, which can enhance the independent innovation ability of high-tech industryfor the western region,and improve the enterprise management efficiency and scaleefficiency in the high technology enterprise, etc.
