High-tech industry plays a key role in the reserach and development on the production or service. With the development of economic globalization, technological development is gaining prominence all over the world, which concentrates on competition via high-tech industry. It is precisely at this juncture that our country also attaches great importance to the development of high-tech industry. It is put forward by’China’s Twelfth Five Economic Develoment Plan’that, China will continue to vigorously develop high-tech industry, upgrade traditional industries with all these efforts, accelerate development on modern service industries to enhance the core competitiveness of high-tech industry.On the basis of previous studies, fistly, this paper defines the concept of the high-tech industries and introduces technological innovation and regional economic development. Then, on the basis of the inputsand outputs data from2010to2012, this paper uses DEA method analyzing the static status of high-tech industry in the middle of China in order to study the innovation for efficiency. Next,, on the basis of the input data from1995to2010and output data from1997to2012, this paper uses Malmquist index studying the innovation of high-tech industry from two perspectives, which are areas and industries, for dynamic analysis of the progression of the innovation efficiency. Finally, this paper draws some conclusions on the above studies and analysis, that the innovation efficiency levels of high-tech industry of midland is lower than in the eastern region. Moreover, this paper separately gives the corresponding countermeasures and resolvents.
