Research On Accurate Poverty Alleviation Problems And Countermeasures Of Poor Rural Households In Non-poverty-stricken Areas

With the rapid development of China's social economy,the gap between rich and poor has become increasingly serious.The state has successively promulgated some targeted policies to help poor households.In November 2013,when General Secretary Xi Jinping visited Xiangxi,Hunan Province,he made the important instructions of"seeking truth from facts,adapting to local conditions,classifying guidance,and accurately aiding the poor" for the first time.Since then,precision poverty alleviation has been put on the agenda.Taking the case of the middle neighborhood committee of shanggang town in yancheng city of Jiangsu province as the research object,this paper mainly studies the current situation of poor households and the causes of poverty in the neighborhood committee of shanggang town in non-poor areas,as well as the obstacles faced by residents in non-poor areas to get out of poverty.Taking the current state's policy of poverty alleviation for the neighborhood committees in Shanggang Town as a starting point,the paper analyzes the importance of precision poverty alleviation and local conditions.This paper adopts literature research method,questionnaire survey method,interview method and empirical analysis method to study the poverty status of poor households.This article introduces the understanding of the non-poor areas,expounds the concept of poverty and poor households,the concept and significance of targeted poverty alleviation,and collects non-poor areas:the real situation of some typical pro-poor users of neighborhood committees in Shanggang Town.For these users,they have adopted a variety of poverty alleviation methods such as direct funds to help,industrial poverty alleviation in the greenhouse projects,and one-to-one green support projects for party members and cadres.The poverty alleviation effect is remarkable.However,due to insufficient poverty alleviation indicators and insufficient poverty alleviation funds,the results of poverty alleviation have not been maximized.Through questionnaires and interviews,many residents 'income levels have exceeded the poverty line,but the actual situation is more difficult than that of poor households.Poverty alleviation policies should also be accompanied by adequate indicators and poverty alleviation funds,taking into account the actual situation,and poverty alleviation through diversified industries,coupled with education,should eliminate poverty at its root,thus reducing the poverty share of the town.Poverty alleviation is more difficult for poor households in many non-poor areas than it is for poor households in poor areas.Therefore,on the road of targeted poverty alleviation,we must also pay attention to the problem of poverty alleviation in non-poor areas.On the road to poverty alleviation,we can know the true poverty,help real poverty,and finally achieve a rapid poverty alleviation and achieve the goal of common prosperity.
