In 1998,the Ministry of Construction and the Ministry of Finance jointly issued the “Management Funds for the Maintenance of Shared Facilities and Facilities for Shared Houses on the Residential Area.” Awareness of the construction of a special maintenance fund system has begun to emerge.As a large number of commercial buildings deviated from the warranty period,they entered the stage of maintenance,renewal and renovation,Commercial housing special maintenance funds(this article referred to: maintenance funds)has gradually become a social hot issue.However,the operation of maintenance funds revealed many problems,such as the inconvenient use of maintenance funds,unclear scope of use,and low awareness of owner participation,resulting in low capital utilization rate and low level of owner's perception of affecting maintenance funds,which could not be safe and efficient.Run fairly and damage the public interest.“Utility” is the quantification of the value of the consequences.The utility of maintenance funds is one of the important goals of managers in the process of management of maintenance funds.The gray cluster evaluation model is applicable to the case where each gray class boundary is not clear.In recent years,a large amount of data has been used to evaluate and analyze the data with a small sample size,which is in line with the maintenance fund operation characteristics.This paper is based on a sample of 148 homeowners' questionnaires in Suzhou.The indicators were selected by factor analysis and correlation analysis.The index weights were determined by the analytic hierarchy process.The gray clustering evaluation model was constructed by using the center point mixed whitewhitening weight function theory.As an example,the city will carry out evaluation studies to achieve the goal of optimizing the maintenance fund management model,enhancing the effectiveness of government management,and safeguarding public interests.The evaluation results show that Suzhou's maintenance fund operation effectiveness is good.At the same time,the first-level indicators have the largest weight of regulatory models,and the second-level indicators have a total weighted ranking.The degree of satisfaction with supervision methods,satisfaction with maintenance results,and index satisfaction with informationization are at the front,which are 0.2248,0.1375,and 0.1096,respectively.It shows that during the operation of maintenance funds,a reasonable supervision method is the premise and basis for obtaining significant operating results,which is consistent with the actual operation situation,and proves that the evaluation model established in this paper can be well applied to the management and decision-making of maintenance funds.
