Study On Evaluation And Countermeasures Of Upgrading Industrial Structure In Henan Province

The industrial structure is increasingly becoming the main factor that measures the economic development level of an economy.The government's economic work reports in recent years have grown increasingly focused on industrial restructuring,pointing out that it's not just an important way to transform economic growth but it's also an important way to get across the middle-income phase of the economy.Henan province is located in the central plain area,which is a major grain producing region.The development of industry and service industry is relatively slow,and many preferential policies of economic development are far less inclined than those of coastal economy.There are many factors influencing the unreasonable industrial structure in Henan province.The industrial structure adjustment has been carried out in Henan province,but from the present reality,the adjustment of industrial structure is not ideal.The current industrial structure of Henan province is mismatched with supply and demand.This also leads to the current job task is not to learn from the long,but to upgrade the industrial structure.In order to realize industrial structure upgrading,we need to study the industrial structure upgrade theoretically.Research on industrial structure upgrade evaluation system is conducive to promote the upgrading of industrial structure of Henan province,to achieve healthy and rapid development of economy in Henan province,also is advantageous to the rich industrial structure evaluation in theory research literature.At present,the domestic and foreign research industrial structure upgrading mainly concentrates on the rationalization and the high level This paper based on the related theories in the advanced and reasonable and relevant research results,selected in Henan Province in 2000 to the relevant economic indicators data in 2016,based on factor analysis,including the establishment of two level indicators,comprehensive evaluation of seventeen two level index system.This paper also makes a thorough analysis of the problems existing in the upgrading of industrial structure in Henan and the level of the upgrading of industrial structure.Through research,we find that Henan's industrial structure has been continuously optimized during the period from 2000 to 2016,and its core role is the economic and technological level of industrial structure.The main factors affecting the upgrading of industrial structure are technological progress and demand pull,economic level and sustainable development.The technical progress category includes the total factor productivity,the proportion of scientific research personnel,the proportion of R&D funds,and the labor productivity.Demand pull factors such as fiscal expenditure,investment in fixed assets,foreign investment,per capita income;economic level and sustainable development factors including industrial wastewater emissions,energy consumption growth rate,the proportion of employment in the third industry,the third industrial added value growth rate of second,the proportion of industrial output value.And on the basis of empirical analysis,specific suggestions and countermeasures are given in view of the specific problems in the upgrading of industrial structure in Henan province.
