With China's economy entering into the new normal,there is a high downward pressure on economic growth in Northeast China.Since 2014,the GDP growth rates of the three provinces in Northeast C hina have been being in the last few places in the national ranking which causes extensive concern of the country,and is known as the "new northeast phenomenon".After the reform and opening up,economy of Northeast C hina was also in trouble.But since the country adopted the strategy of rejuvenating northeast old industrial base in 2003,significant results of economic development have been obtained in Northeast C hina,such as the leading of the economic growth rate,the improvement of the people's livelihood.Under the new situation,economic development in Northeast C hina still faces serious challenges,for example,institutional mechanism reform lag.It is fundamental solution for the problem of economic growth in Northeast C hina to further deepen reform and open wider to the outside world.The paper studies institutional influence on the economic growth lag in Northeast China from the angle of the institution.By the empirical analysis of comparing with the Yangtze River Delta area and theoretical analysis,it is concluded that the institutional effect on economic growth is very small and slow institutional change is the important reason for the economic growth lag in Northeast C hina.On this basis,the paper analyzes the cause of the slow institutional change : particular informal institution of Northeast C hina,the planned economic system and developing state-owned economy adapted to each other,reinforced each other,and formed the path dependence of institutional change before the reform and opening up,which seriously hinders the marketization process of Northeast China after the reform and opening up.Therefore,it is necessary for reviving the economy of Northeast C hina to break through path dependence by accelerating the transformation of government functions,promoting the transformation and upgrading of state-owned enterprises and actively participating in " the Belt and Road Initiatives" national strategy to open wider to the outside world.The paper is divided into five chapters.C hapter 1 introduces the research background,research significance,main content and research methods,main innovation points and shortcomings of this paper.C hapter 2 expounds the related theoretical foundation and literature review.It includes the definition and function of institution,the definition and power of institutional change,and the path dependence theory of institutional change,and combs and summarizes the research of the relationship between institution,institutional change and economic growth and institutional causes of economic growth lag in Northeast C hina.Chapter 3,first of all,"golden decade" of Northeast China was analyzed and draws a conclusion that prosperity and crisis coexist in this period.Then the chapter uses the Cobb-Douglas production function and respectively conducts empirical analyses of Northeast C hina and the Yangtze River Delta area on the relationship between institution and economic growth,based on panel data,and draw the conclusion by comparatively analyzing the results of Northeast C hina and the Yangtze River Delta area.Finally,the chapter analyzes theoretically institutional causes of economic growth lag in Northeast C hina to draw the more accurate and complete conclusion.Chapter 4 makes a historical institutional analysis and draws a conclusion that the reason is path dependence for the slow institutional change in Northeast C hina.Chapter 5,firstly gives the main conception of path breakthrough: transform government functions to promote institutional supply;Seize the opportunity of "Made in C hina 2025" to promote the transformation and upgrading of state-owned enterprises;Actively participate in the " the Belt and Road Initiatives" strategy to make Northeast C hina open wider to the outside world.Finally,some specific policy suggestions are given for the above conceptions.
