| In 2014,the government of China issued a policy of “Opinions on Establishing a Unified Basic Endowment Insurance System for Urban and Rural Residents”,which proposed combining t he new rural endowment insurance system with the urban residents pension insurance system,and gradually establish a unified and standardized urban and rural residents endowment insurance syste m.In 2015,the Station kept on the policy of “Decision on the reform of the endowment insuranc e system for employees of institutions and public institutions”,which ended the long-term dual-trac k operation of the basic old-age insurance system for employees of government institutions and ur ban enterprises,and solved the problem of unbalanced development of the old-age insurance syste m.These two important policy adjustments mean that the direction of the development of the basi c old-age insurance system is to give priority to equity,to co-ordination between urban and rural areas,and to optimize in depth.In particular,state agencies have enhanced their confidence in the effective operation of the system through self-interested reforms.In order to verify the effectivene ss of institutional reforms,the article is based in Henan Province and studies the differences in th e basic endowment insurance benefits between urban and rural residents,employees of urban and r ural enterprises,and employees of institutions and institutions since the basic old-age insurance sys tem for urban and rural residents was launched in 2011.Through consulting the data released by the official agencies such as the National Burea u of Statistics and calculating accordingly,the article obtained three indicators of the absolute pens ion,replacement rate of pensions,and pension growth rate of different groups in Henan Province,and then analyzed Henan Province 2012-2016.Different groups of basic pension insurance treatmen t levels.As a result,it was found that the gap between the three was obvious.The level of pensi on premiums and replacement rates for the staff of institutions and public institutions was significa ntly higher than that of urban enterprises,and was even higher than that of urban and rural reside nts.Facing the background of the reform of the pension insurance system for institutions and instit utions proposed by Henan Province in 2015,and in order to make the study more realistic and w orthwhile,the article also replaced pensions for employees of institutions and institutions after impl ementing the new measures in Henan Province.The rate level is estimated to find that the pensio n replacement rate has changed from the previous 80%—100% to 29.53%—27.3.52%,which is mo re flexible and more motivating;what`s more,When the wage level is equal to or higher than the average social wage,the pension replacement rate is generally greater than that of the urban enter prise employees,and the relative gap between the two has not changed significantly.From the perspective of the system design of the basic pension insurance system,the rea sons for the significant differences in the treatment of different groups in Henan are analyzed.The main reasons are that the way of treatment is different among different groups,the difference in the ability to pay,and the lack of rationality in the treatment adjustment mechanism.To this end,we propose to continue the integration of the basic old-age insurance system,Improve the basic pe nsion insurance payment incentive mechanism,and establish a normal and reasonable basic pension insurance adjustment mechanism policy recommendations in order to promote a more fair and aff ordable insurance system in Henan Province. |
