Nearly 40 years since the reform and opening-up policy,the land,as the vehicle of social economic activities,contributes greatly to the fast development of the cities.Yet the rapid and extensive development consumes much land resources and provides soil to various types of illegal land usages.The shortage in the provision of land and the underuse or vacancies of productive lands at certain areas of the city co-exist;the lack of systematic management of construction lands,the unrefined land quota mode and the illegal usage of land delay the process of urbanisation in mid to large cities.It has been quite some time that the first tier cities such as Beijing and Shanghai place significance on the newly approved construction land and the enforcement of law associated with it.It has in some degree curbed illegal land usage and ensure the development of the economy and the society.But still they continue to face the problem of unsystematic management,the lack of relevant laws and regulations hence the existence of unregulated areas.The development of a systematic mode of managing newly approved construction lands is now on the agenda of many mid to large cities.This articles summarises the features prominent in the usage of land.It discusses in details the quota management in newly approved constructive land,the process of approval and management,the expropriation of land and the supervision after approval.It uses case studies to showcase the status quo of current management practices and discusses the surfacing issues.It explores the advanced methods of management from overseas and derives the strategies can be developed for modern China.The article has six parts.Part One is introduction,which gives intro to the background,the research significance and research method of the issues.Part Two lists in detail the four main regulatory areas of the newly approved construction land:quota management,approval process,expropriation and after-approval supervision.Part Three points out the current problems in the management of newly approval construction land in mid to large cities,and Part Four explores their causes underneath.Collaborated with Part Five,the features in oversea methods in the management of land,an conclusion can be drawn in Part Six,namely,a strategy for bettering the current status of land management in mid to large Chinese cities,including a scientific and detailed city construction land regulatory and management system,the optimisation of newly approved construction land structure,the protection of agricultural land,the control over usage of inner city lands,the bringing out of potential in inner city land and the utilisation of existing construction land in deposit.
