Agricultural chemical inputs play an important role in protecting agricultural production, eliminating agricultural poverty and increasing food supply. However, the long-term use of agricultural chemical inputs has brought about ecological environment pollution and food safety risk. The governance of the application of agricultural chemicals has become an important part of ensuring the quality and safety of agricultural products and preventing the ecological environment pollution.Establishing a long-term incentive and restraint mechanism is effective way to achieve the governance objective of agricultural chemicals application practice. The agricultural chemicals application practice of' agricultural producers is influence by cost and benefit analysis. Thus,it is necessary to analysis agricultural chemicals use behavior with the perspective of cost-benefit.In fact, overuse of agricultural chemicals problem is widespread in agricultural production. But it is suggested that improving agricultural productivity is conducive to the improvement of agricultural income. Therefore, further discussion about the impact of agricultural chemicals input on agricultural production is needed to provide an economic explanation for agricultural producers' agricultural chemicals decision-making.Under the background of ecological environment pollution and food safety risk are of great concern,it is of great theoretical and practical significance to explore ways to reduce agricultural producers' chemical inputs on the premise of increasing and stabilizing the income of agricultural producers.Existing domestic and foreign literature are reviewed in order to better describe various manifestations of the agricultural producers' decision-making about productive factor. In this paper, the veterinary drugs application practice is chosen as an example.Firstly, the paper introduces the literature review, then tells manifestations of veterinary drugs application practice, later measures veterinary drugs productivity and analyses veterinary drugs use behavior.Policy implications will be put forward in the end.Through field surveys,we get the micro level data.As regards to the research methods, damage control model is used to examine current situation of agricultural producers' veterinary drug use behavior. And hierarchical regression is used for hypothesis testing and analysis. The paper aims to optimize veterinary drugs application practice and explore influence factor of veterinary drugs use behavior. This article will first explain agricultural producers' productive factor decision-making,on the basis of combed summarizing on the study of agricultural producers' decision-making about productive factor, marginal productivity of agricultural productive factor input, and agricultural producers' use behaviour of veterinary drugs.Secondly, applying the C-D production function and damage control model to estimate the marginal productivity of veterinary drugs.Thirdly, hierarchical regression is used to find out key factors inducing veterinary drugs use behaviour. The results show that marginal productivity of veterinary drugs is close to zero for the average agricultural producers, indicating an excessive use of veterinary drugs in surveyed areas. We also find out that perceived benefit and self-efficacy have positive impacts on agricultural producers'veterinary drugs compliance behaviors.Self-efficacy significantly moderated the positive relationships between perceived benefits and veterinary drugs compliance behaviors such that it was stronger among high self-efficacy than among low ones.self-efficacy significantly moderated the negative relationships between perceived risk and veterinary drugs compliance behaviors such that they were weaker for high rather than low in self-efficacy.In conclusion, this study focuses on the four parts of research contents.Based on farmers' behavior theory and risk aversion theory to examine agricultural producers' behavior of productive factor input.Data were collected using a multi-stage sampling method.Damage control model is introduced to measure veterinary drugs marginal productivity and to identify the equilibrium state. And then, the affecting factors of veterinary drugs use behavior is empirically analyzed. Finally, the theoretical and governance implications of the findings and future research directions were discussed.
