Under the background of the new scientific and technological revolution,innovation is an significant motive power for the development of a country and nation.The importance of knowledge in economic society is becoming more and more prominent.It is enterprises that transform knowledge into productivity and give it value.One of the important components of national economy is regional economy,which is an important factor of national development.And the regional technology innovation and the regional economy are closely linked.Therefore,improving the capacity of technology innovation in all regions of China is the key point to improve the level of national innovation.It is necessary to carry out research and analysis on the efficiency of technology innovation in industrial enterprises in all regions of China.This paper study the efficiency of technological innovation in industrial enterprises in different regions using the two-stage network DEA cross efficiency model,and the data includes all provinces(except Hong Kong,Macao,Taiwan and Tibet)from 2006 to 2015.The DEA(Data Envelope Analysis)has some advantages in multi-index efficiency evaluation,but the traditional DEA model regards the system as a "black box",ignoreing the internal process of the system.And it can't further distinguish the effective DMUs.Therefore,the cross-efficiency model of the two-stage network DEA which breaks the black box is constructed in thispaper.We use a resource sharing two-stage network DEA cross efficiency model to evaluate the efficiency of technological innovation in industrial enterprises.We divide the process of technology innovation into two phases:R&D process and results transformation process.Then the system of inputs,outputs,intermediate inputs and output indicators is defined,and the research framework of technological innovation process in industrial enterprises is constructed.Using the two-stage cross-efficiency model of resource sharing,we make an empirical study of the efficiency of technology innovation in industrial enterprises in different regions.The results show that:(1)By calculating the efficiency of technology innovation in each province,the cross-efficiency model of two-stage network DEA proposed in this paper is more suitable for evaluating innovation efficiency,and its ranking is more objective.(2)Through the computational analysis,we found that the level of technological innovation in Chinese industrial enterprises is very non-equalizing.The level of technological innovation in the central and western regions is much lower than that in the eastern region.(3)By measuring the efficiency of the sub-processes,the efficiency of technology innovation in the first stage is higher than that in the second stage,that is,the efficiency of R&D process is higher than the level oftransformation process.Finally,we put forward some suggestions for promoting technological innovation in industrial enterprises.
