| Technological innovation is an important driving force of economic and social development.As the cornerstone of economic and social development,industrial enterprises are also the main body of technological innovation.It is very important to improve their technological innovation ability.To some extent,technological innovation efficiency of industrial enterprises is the key to enhance their technological innovation ability.Therefore,it is particularly important to evaluate the efficiency of technological innovation of industrial enterprises.Through theories review and literature review,this paper defines the concept of technological innovation efficiency of industrial enterprises,clarifies the influencing factors of technological innovation efficiency of industrial enterprises,and analyses some common problems and relevant countermeasures of technological innovation efficiency of industrial enterprises at this stage.At the same time,the evaluation methods of technological innovation efficiency of industrial enterprises are also sorted out.The above provides an important theoretical basis and necessary premise for the evaluation of technological innovation efficiency of industrial enterprises.Based on the existing evaluation methods of technological innovation efficiency of industrial enterprises,this paper adopts two-stage DEA evaluation method.The efficiency indicators of technology R&D stage,technology transformation stage and comprehensive technology innovation efficiency indicators are selected.Using DEA-BC2 model and DEA-Maimquist productivity index model,this paper makes a static and dynamic analysis of Anhui Province.This paper evaluates and analyses technological innovation efficiency of industrial enterprises,and draws the following conclusions:first,there are regional differences in technological innovation efficiency of industrial enterprises in Anhui Province,and technological innovation efficiency and total factor productivity of industrial enterprises in different cities are different.Technical efficiency and scale efficiency are still the important reasons that hinder technological innovation eff-iciency improvement of industrial enterprises;second,there are stage differences of technological innovation efficiency.Although the increment of TFP in the stage of technological research and development of industrial enterprises is greater than that in the stage of technological transformation dynamically,the efficiency in the stage of technological research and development of industrial enterprises is still lower than that in the stage of technological transformation from a static point of view,and the stage difference of technological innovation efficiency still exists.In addition,technological innovation efficiency of industrial enterprises is not absolutely related to the level of regional economic development,and the leading force of technological innovation of industrial enterprises in the province is not strong,and the advantages are not obvious.Promoting technological innovation efficiency of industrial enterprises is still a common problem for all regions in the province at this stage.In order to solve the existing problems and shortcomings of technological innovation efficiency of industrial enterprises in Anhui Province,this paper puts forward the following specific optimization countermeasures:strengthening regional technological innovation cooperation,narrowing regional differences in technological innovation efficiency;rationally allocating technological innovation resources,taking into account the efficiency of technological research and development stage and the efficiency of technological transformation stage,especially focusing on improving the efficiency of technological research and development stage.In addition,we need to continue to create a good environment for technological innovation and constantly strengthen the protection of intellectual property rights. |
