Study On The Efficiency Of Science And Technology Resources Allocation Based On DEA Model In Shandong Province

Science and technology resources is an important factor to promote economic andsocial development and social progress, especially in an era of knowledge economy, andthe status of science and technology resources is more and more important. Today,“science and technology is primary productive force”, how to improve the productionrate of technological products and promote the maximum utility of science andtechnology resources under conditions of limited technology resources is crucial. Thetechnological, economic and social development of Shandong Province have animportant role for China’s economic development as an eastern coastal province. At thesame time,the lack of efficiency and the unreasonable allocation of science andtechnology resources still exists, also there is a gap with other provinces and cities ofthe eastern part of China on the efficiency of science and technology resourcesallocation. Therefore, to study how to maximize and improve the scientific andtechnological efficiency of resources allocation of the Shandong Province,and toexplore the intensive growth of science and technology resources is necessary.Firstly, this paper organize domestic and foreign information on the scientific andtechnological efficiency of resources allocation, and on the basis of the concept ofscience and technology resources, technological efficiency of resources allocation, Ianalyze the status quo of science and technology resources allocation of ShandongProvince from science and technology human resources, technology and financialresources, technology and material resources. Then, I elaborate the theoreticalknowledge ofC2Rmodel andC2GS2model of DEA model,and on the basis of thestudy of the information,I design the efficiency evaluation index system of technologyresource allocation. Then, using the DEA model to analyze the input and output of theShandong Province science and technology resources by the data from2001to2010,and obtained nearly a decade science and technology resource allocation efficiency ofShandong Province, and also analyze the reasons. At the same time,using the DEAmodel to analyze the technology efficiency of resource allocation of the easternprovinces, and analysis shows that compared to the part of the eastern provinces and cities Shandong Province have relatively rich resources of science and technology, buttechnology resource utilization to be improved, also scientific and technologicalefficiency of resource allocation have space to improve. Finally, combining the analysisresults, I put forward corresponding countermeasures and suggestions according to thestatus of the Shandong Province science and technology efficiency of resourceallocation.
