Research On Theory And Method Of Agricultural Information Resource Allocation

As human society's full-scale entry in informationized society in the 21st century, information resources will be of great importance to the competition of modern science and technology and the development of society. Agricultural information resources, as a type of special economic resources, together with agricultural material resources and energy resources, constitute the three pillar resources of economic and technological development in agriculture. Besides, agricultural information resources are gradually becoming the resources of the primary importance. However, in view of the information demand of a large number of information users, agricultural information resources are in a relatively short supply in our country. On the other hand, the allocation of our agricultural information resources is lacking in rationalization. Under such circumstances, more and more attention has been paid on the characteristics of agricultural information resources and theories as well as methods of optimal allocation of such resources. Study on this matter has become one of the most important matters in the domain of information resources management. It plays an important role theoretically in that it can deepen the content of researches on information resources allocation, and in turn enrich the theoretical system of information resources allocation. Practically, it is beneficial in that it can improve the utilization efficiency of agricultural information resources and thereby speed up the construction of informationization in China.This dissertation begins with the characteristics of agricultural information resources, analyzes the factors which influence the allocation of agricultural information resources, studies the modes,systems and strategies of agricultural information allocation, and explores the definition, appraisal indexes and appraisal measures of agricultural information resources benefits. This dissertation goes a great length to reveal the theories and methods of agricultural information resources allocation from different aspects so as to perfect the theoretical systems and content of information resources allocation. This dissertation mainly consists of five parts as followed:1. Study on of Agricultural Information Resources Allocation theoryFirst, this dissertation analyzes the theoretical basis of agricultural information resources allocation, and forms the opinion that agricultural information resources have characteristics different from other information resources, such as unbalance of allocation, the attribution of public goods and so on. Meanwhile, agricultural information resources allocation is the major content of construction of agricultural informationization, and a complex system project. Therefore, the information resources allocation theory, informationization theory, public goods'theory and system theory are the basis of theories and methods of agricultural information resources allocation.According to information transmission theory, this dissertation studies the factors which influence agricultural information resources allocation. There are four factors which influence agricultural information resources allocation, that is, the main part of agricultural information resources allocation, agricultural information users, agricultural information transmission and agricultural information resources allocation environment. By referring to theory of information resources allocation and theory of public goods this dissertation expounds the basis of selecting modes of agricultural information resources allocation, and puts forward the mode of agricultural information resources allocation, i.e. mode of coordinated interactive allocation led by government.2. Study on Agricultural Information Resources Allocation Systems and Operational MechanismThis dissertation brings forward the definition of agricultural information resources allocation systems, holding the opinion that agricultural information resources allocation systems are organic systems which are constructed according to certain operational rules and regulations, with improvement of benefits as the goal and with allocation activity of the main part of agricultural information resources allocation as the core. Bases on this definition, three basic functions (allocation function, growth function, and radiation function) and systematical characteristics of agricultural information resources allocation systems are analyzed in this dissertation. Using ideology and methods of system theory for reference, this dissertation analyzes the structure of agricultural information resources allocation systems. And furthermore, the construction principle, the overall structure and the main ideas and methods of agricultural information resources allocation systems are also discussed in this dissertation. It is pointed out that the construction of agricultural information resources allocation systems should be in consistent with the mode of the agricultural information resources distribution--- mode of coordinated interactive allocation led by government. Thus, in the course of constructing agricultural information resources allocation systems, both'construction modes led by the government completely for public goods'and'construction modes based on public goods but oriented by market'should be adopted.This dissertation analyzes the operational mechanisms of agricultural information resources allocation systems in our country, which consist of motivation mechanism, investment mechanism, management mechanism, coupling mechanism, competition mechanism and feedback mechanism. Only by recurring to these six operational mechanisms can the reasonable combination of agricultural information resources elements and efficient operation of agricultural information resources allocation systems be realized.3. Study on Strategy of Optimizing Agricultural Information Resources AllocationWith factors that influence agricultural information resources allocation in consideration, strategies of agricultural information resources allocation systems are analyzed and established in this dissertation. In addition, according to the dynamic nature of optimizing agricultural information resources allocation, this dissertation proposes applying Pareto Principle in the control of optimizing agricultural information resources. The specific strategies and methods are as followed: On one hand, for the allocation of the core information resources, we should use the key 20% of agricultural information to meet the 80% of the users'demands, on the other hand, while considering the allocation of supportive information resources, we should (lay stress on key points, and be aware that there are things must be done and things must not be done. And thus, the target control of optimizing agricultural information resources allocation can be realized.4. Study on Benefit of Agricultural Information Resources Allocation, and its Appraisal MethodsThis dissertation analyzes the meaning of agricultural information resources allocation benefit, believing that it contains both economic benefit and social benefit. The optimal allocation of agricultural information resources can embody comprehensive benefits to the largest extent. In order to measure the conditions and effects of, it is necessary to make comprehensive appraisals to agricultural information resources allocation benefit.This dissertation analyzes the theoretical basis and principle on which the system of appraisal indexes of agricultural information resources allocation benefit is set up. And with this as foundation, the system of appraisal indexes of agricultural information resources allocation benefit is designed, which is divided into 4 general types of indexes, altogether 23 specific ones. Hence, a comprehensive way of appraising benefit of agricultural information resources allocation is put forward, which is based on analytic hierarchy process.5. Study on the Case of Optimizing Agricultural Information Resources AllocationOn the basis of studies of the above theories and their application, this dissertation makes case analysis on theories and methods of agricultural information resources allocation. Taking the practical conditions of Jilin Province into account, this dissertation takes great lengths to analyze the present situation and problems of agricultural information resources allocation in JiLin Province, proposes strategies of optimizing agricultural information resources allocation for JiLin Province and makes analysis and appraisal on agricultural information resources allocation benefit.To sum up, this dissertation focuses on characteristics of agricultural information resources and factors that have influence on agricultural information resources allocation. It systematically analyzes and studies allocation modes, allocation systems, allocation strategies, allocation benefits and its appraisal methods, and this dissertation also makes case analysis on optimizing agricultural information resources allocation in JiLin Province. However, as agricultural information resources allocation is complex in nature, some problems remains to be solved in a better way. Therefore, the author will do further study and exploration into this matter, and will do the utmost to improve and perfect research results in practice continually.
