Study On The Efficiency And Influencing Factors Of Large Grains' Farmland Scale Management

Farmland scale management is an important direction and core content for stabilizing grain production and ensuring food security.Anhui Province is one of the six provinces in the country where net grain is transferred out of the country,the farmland scale management and its efficiency are important issues related to national food security.In recent years,the Central Document No.1 has repeatedly proposed the development of new-type agricultural operational entities and the promotion of the development of appropriate-scale management.Thanks to this series of policy,rural land transfer has accelerated,land began to flow to the new business entities,and the development of appropriate-scale management has been rapid.In addition,the north area of the Huai River,as the main grain producing area of Anhui Province,has an important contribution to the grain output of the whole province.Therefore,studying the efficiency of farmland scale management is of great significance to increase farmers' income and ensure food security.This paper mainly adopts empirical analysis method and quantitative analysis method.Firstly,this paper introduces related conceptions and theories;Secondly,illustrates the situation of farmland scale management of large grains in north area of Huai River in Anhui Province.Thirdly,based on the input-output data of 247 large grains,this paper estimates the scale management efficiency of farmland by constructing DEA model;Fourth,based on the analysis of Tobit model,this paper analyzes the factors that affect the efficiency of farmland scale management with stata14.0 software,and finally puts forward some relevant policy suggestions.The result shows that the scale management efficiency of farmland at a medium efficiency level,only 0.609,and there is still 39.1% improvement space.Among the factors that affect the efficiency of agricultural land scale management,according to the degree of influence,which not distinguish between positive and negative,in order are: whether there is a shortage of funds,whether are village cadres,whether the land is centralized or not,the times of attending technical training,the percentage of disaster area,the sown area.Among them,the times of attending technical training,whether are village cadres,the land is concentrated or not,and the land sown area have a significant positive impact on the efficiency of farmland scale management,whether there is a shortage of funds or not and the proportion of the affected area have a significant negative impact on the efficiency of farmland scale management.Age,level of education,the number of labor,the proportion of non-agricultural income,the degree of fertility of the land,the availability of subsidies,and the availability of bank loans have non-significant impact on the efficiency of farmland scale management.According to the previous research conclusions,the following suggestions are put forward to improve the efficiency of farmland scale management: firstly,optimize the financial support system;secondly,perfect the agricultural insurance system;thirdly,strengthen technical training;fourthly,establish a disaster prevention and reduction system;fifthly,establish a land circulation market;the sixth is to improve the social service system.
