Since the Reform and Opening Up era,China's tourism industry has developed rapidly.As pointed out in the 2017 National Tourism Report,tourism's comprehensive contribution to China's national economy reached 11% in 2016.Tourism is gradually becoming one of the pillar industries and plays a strategic role in national economy.The quality of tourism market is an important standard of judging the level of regional tourism development,and it also plays a decisive role in the rapid,healthy,orderly and stable development of the tourism industry.In recent years,numerous special campaigns for the regulation of national tourism market have emerged,but they did not work well and various types of disturbances to the tourism market still exist.Therefore,strengthening the governance of the tourism market is particularly important.This article takes Xinzhou City,Shanxi Province as an example to understand the governance of tourism market,which is divided into four parts:The related concepts and theoretical basis of tourism market governance are discussed in the first part of this article.It focuses on the definition of tourism market and the governance of tourism market,and analyzes two major theories of tourism market governance: theory of market failure and theory of public interest.The current situation of the governance of tourism market in Xinzhou is the focus of the second part.It aims to clarify the main bodies of governance of tourism market of Xinzhou and their functions in the broad and narrow senses and further sort out the ideas,priorities,approaches,and related documents of governance entity in order to illustrate the status quo of the governance of the tourism market in Xinzhou and finally summarize the results of the works so far and their initial effects.The problems in the governance of the tourism market in Xinzhou City and their causes are analyzed in the third part.It demonstrates six major problems of governance policies,governance bodies and indust ry self-discipline that exist in the governance of the tourism market of Xinzhou,analyzes their causes,and indicates the corresponding counter measures and recommendations.The fourth part of this article is mainly focused on the measures and recommendations for strengthening the governance of the tourism market.The analysis of the problems and the countermeasures of Xinzhou can also be applied to the governance of national tourism market.The proposed countermeasures are detailed and viable methods,including exploring the establishment of credit evaluation systems,innovating the management mechanisms,and improving the efficiency of integrated supervision and coordination mechanisms.
