Poverty Exit Matters

In recent years,under the guidance of the Chinese Communist Party Central Committee's " Targeted Poverty Alleviation"(TPA)strategy,local governments have promoted various forms of poverty alleviation projects.Examining the operation process,evaluating performance,and summing up experience of these projects has become a research hotspot in the humanities and social sciences in the mainland.This article combines the theoretical perspectives of macro-social work and social policies with the policy practice of Lan County,a state-level poverty-stricken county in the northern part of China,especially in Xin town,Hong village,as a case study.The authors used it as a frontline poverty alleviation cadre to see and relate Archival materials are the basis of the data,and they focus on the description,analysis,and summary of the "implementation process" of the local targets for targeted poverty reduction.As a national poor county,Lan County has a long history of implementing poverty alleviation policies,and relevant departments have basically formed a routine mode of action.Compared with targeted poverty alleviation policies,the precision poverty alleviation strategy proposes a set of new operating models.However,this “ new ” model requires existing cadre teams to implement,and therefore,still establishes the inertia of existing organizational structures and actions.on.We have seen that during the implementation of the policy of precision poverty alleviation,the local government has made a number of process and index arrangements,converting the “six-precision” principles and objectives into four modules for sequential implementation : accurate poverty targeting(jingzhun miaozhun),accurate poverty alleviation(jingzhun bangfu),accurate anti-poverty management(jingzhun guanli),and accurate poverty exit(jingzhun tuopin = tuichu).The module has corresponding indicator settings.And the “jingzhun tuopin”is the most important step of implementation process of the new “targeted poverty alleviation" strategy.The establishment of the process module and the index system is a working method that refines,implements,and executes higher-level task assignments.It also decomposes performance pressures and tries to resolve certain work deficiencies to intangible processes.Therefore,for all parties in the policy implementation system,especially for the grassroots poverty alleviation cadres,“grasping the key points” has become the core of the action strategy,including the availability of funds,clear account books,and the implementation of poverty alleviation indicators.As many scholars have observed,TPA project has made great achievements,and thousands of rural people exited poverty.But poverty exit caused some conflicts between the related family and the local government.This article also tries to summarize and explain this phenomenon.Finally,this article attempts to proposesuggestions for improving related policies.
