As a small and medium-sized national coalition,ASEAN has been steadily raising its international status,making progress in its integration process and playing an increasingly important role in regional affairs since its establishment in 1967.ASEAN has an extremely prominent geographical position and has historically been an important area between big-power game.The overall national strength of ASEAN countries is relatively weak.ASEAN countries realize that they cannot rely solely on a large country to protect their external security.Under the dual influence of the internal and external environment in ASEAN,the "Balanced Strategy" advocated by Singapore is gradually recognized by the ASEAN countries.The ASEAN countries have generally implemented the "Balanced Strategy" when dealing with foreign relations.Guided by the "Balanced Strategy," ASEAN countries have a close relationship between China and the United States and other major countries,seeking to maximize the interests of the member countries themselves and ASEAN.After the outbreak of the global financial crisis in 2008,political and economic situation in Southeast Asia appears significantly change.The "Balanced Strategy" of ASEAN countries also entered a phase of deepening expansion.The "Pan-Balanced Strategy" has been on the rise.The ASEAN countries have introduced more major powers into their regional affairs and have made major adjustments to their relations with the major powers in China and the United States.They have also strengthened their political,economic and security cooperation with Japan,the EU,Russia,South Korea and India,and sought to establish broad and stable ties among big powers.Subtle changes have taken place in the bilateral relations between China and ASEAN.By analyzing the internal and external situation of the "Pan-Balance Strategy" put forward by ASEAN countries,and combing the time structure of the proposal,evolution and deepening of the "Pan-Balance Strategy" and the spatial structure of the "Pan-Balance Strategy" of ASEAN countries,this paper holds that the "Pan-Balance Strategy" as a new form of "Balance Strategy" is in front of ASEAN countries.A new foreign policy on changes in the internal and surrounding geo environment.Under the influence of the Pan-Balance Strategy,China and ASEAN countries have changed to varying degrees in politics,economy and security.The bilateral trade between China and ASEAN countries has developed rapidly and the economic and technological cooperation has made good progress.However,the development of economic and trade relations has failed to strengthen bilateral political mutual trust.Through the empirical analysis of Trade Facilitation Index System and gravity model,it is found that the low level of trade facilitation hinders the development of trade between China and ASEAN,and there is still great trade potential between China and ASEAN countries.In addition,with the implementation of the "pan balance strategy" of ASEAN countries,the economic and trade environment of China and ASEAN countries will be improved,but it will also increase bilateral trade frictions,aggravate economic competition among big powers in the region,and also affect ASEAN's participation in the "one belt and one road" initiative to a certain extent.
