With the continuous advancement of comprehensive deepening reforms,the Third Plenary Session of the 18 th CPC Central Committee proposed to build a proposed land use market for urban and rural unification,and promote the collective operating construction land in a diversified and legal way to participate in market circulation under the premise of complying with relevant planning policies.The 33 pilot areas promoted the reform of rural collective operating construction land into the market.Straightening out the structure of related land interest relationship is the precondition to realize the reform,and the construction of value-added income sharing mechanism is its focus.As a pilot area for promoting rural collective construction land use,Pidu has made a useful exploration for coordinating urban and rural land market and collective land income distribution mechanism,but there are still insufficient property rights and power to achieve insufficient land value,local government participation methods and proportions.It can be seen that the research will not only have certain theoretical value for further promoting the reform of the rural land system,but also rationalize the land elements.It is of great practical significance to benefit the relationship,revitalize the assets of the collective construction land,increase the property income of the peasants,and make the development results more fair and fair to the benefit of all the people.This paper adopts the methods of literature review,field investigation and systematic research to systematically study the sharing mechanism of the value-added benefits of collective operating construction land.On the basis of literature reading,this paper sorts out the theoretical basis related to the research in this paper and builds the theoretical framework of the sharing mechanism explored in this paper.And area for both Pidu collective business exploration of the construction land increment income distribution pattern,First from a macro level to grasp the research area related reform present situation,from the microscopic main body level again for Pi area of current collective management of construction land value-added income distribution present situation and the analysis of existing problems.The construction of mechanism mainly consists of three aspects:sharing internal foundation,sharing operation mechanism and sharing institutionalenvironment.First of all,we should establish the internal basis of the mechanism of sharing the value-added income of collective operating construction land,which includes the equality of land property rights and the unification of urban and rural construction land market.Then,the operating mechanism of sharing the value-added revenue of collective operational construction land is constructed from the two aspects of sharing subject and sharing proportion calculation.The sharing proportion between local governments and collective organizations is determined according to the investment contribution,Based on the common recognition and acceptance of the masses,the proportion of state-owned construction land allocation is referred to determine the sharing proportion between collective economic organizations and internal members.Finally,from the land space planning,rural grassroots governance structure and land expropriation system optimization to build its value-added revenue sharing system environment.The research conclusions of this paper are as follows:(1)Depends on the area for both Pidu collective distribution mechanism of efficient,high quality,Has not yet manifested the collective benefit sharing idea.(2)The construction of the value-added income sharing mechanism of collective operating construction land is not independent,and its effective operation is based on a certain internal infrastructure and institutional environment.Promoting the market mechanism plays a decisive role in land resources is the income basis for income sharing.The clear equality of rural land property rights and the effective unification of urban and rural construction land are the mechanism basis for the market mechanism to play its role.The establishment of its value-added income sharing mechanism should be based on the establishment of the equal rights of property rights granted by land property rights and the protection of land property rights,and the unified internal foundation of land acquisition procedures,land secondary market and indicator market for urban and rural construction land.At the same time,it is necessary to incorporate this mechanism into the macro environment of rural urban development in China,and improve the institutional environment including rural basic governance structure,land space planning and land acquisition system,to build a revenue sharing mechanism including internal foundation,operational mechanism and institutional environment.(3)This paper argues that collective economic organizations should be in a dominant position in the distribution of their value-added income,and local governments as the macro-control implementers of social income should only participate in the secondary distribution of rural land value-added income.Between local government and collective economic organizations In the value-added revenue sharing,according to the contribution of production factors and the sharing model of interest alliances,local governments should increase the value of 12.07%-37.15% of different land grades and uses by means of collecting land value-added tax,and supply them with public infrastructure.The method is returned to the rural areas.In the value-added income sharing between the collective economic organization and the internal members,the collective economic organization reasonably proposes no more than 25% of the public facilities construction funds and social security funds of the collective income,and as a collective economic development.The proportion of economic development funds shall not exceed 40%,and the income shall be distributed to the internal members for share dividends according to the shares,and the remaining land value-added income shall be shared in cash to achieve long-term profit.
