Research On Precision Poverty Alleviation In Ethnic Minority Areas In China

Poverty has always been an important factor constraining human development and causing social instability.Eradicating poverty is a key issue that human society has long been actively exploring and trying to solve.Due to the uneven distribution of resources and the unbalanced nature of economic development,as of the end of 2015,there were still 56.30 million rural poor people in the country.At present,socialism with Chinese characteristics has entered a new era,eradicating poverty,and building a well-to-do society is our first goal for a century.Because of the influence of natural,historical,social and cultural factors,the ethnic minority areas in our country have a relatively low level of productivity and a deep level of poverty.According to statistics,the incidence of rural poverty in the country was 12.7%,10.2%,8.5%,7.2%,and 5.7% during the period from 2011 to 2015,while the poverty incidence rates in ethnic autonomous areas and ethnic minority areas were 30.4% and 26.5%,respectively.,24.6% and 21.1%,20.7% and 17.1%,17.7% and 14.7%,13.8% and 12.1%,far higher than the national average over the same period.Of the 14 centralized contiguous destitute areas recently designated by the Central Government,11 are in ethnic areas.The general secretary demanded that on the road of poverty alleviation and comprehensive well-being,it is absolutely impossible for any ethnic minority to be left behind,and all Chinese sons and daughters should share the fruits of reform and development.At present,China has entered a critical period of winning a comprehensive and well-off society.Guided by the idea of accurate poverty alleviation,achieving poverty alleviation in minority areas is an important part of an overall well-to-do work.Located in the southern mountainous region of Ningxia,Guyuan City lacks natural resources and has poor land.It is an ethnic minority settlement and is also an old revolutionary red zone.Poor natural conditions,backward infrastructure,and heavy poverty elimination tasks.This paper takes the accurate poverty alleviation of Longwangba Village,Jiqiang Town,Xiji County,Guyuan City,Ningxia Hui Autonomous Region as an example,and collects a large amount of data on the basis of field research and investigation.Through the consolidation and analysis,we have established a basic model of accurate poverty alleviation in ethnic minority areas in China through multiple channels and from multiple perspectives,including government guidance,local ownership,resource optimization,adaptation to local conditions,and people's joint construction.This thesis is divided into six parts: The first part is the introduction.The second part is the theoretical basis and concept definition.It systematically summarizes the anti-poverty theory of Marx and Engels,the anti-poverty theory of the Chinese Communist Party,the theory of human capital,and the theory of modernization,and gives the main concepts such as poverty,poverty alleviation,and precision poverty alleviation.Explained and defined.The third part is the historical review of the implementation of the government's poverty alleviation policy after the reform and opening up.It focuses on the progress of the government's poverty alleviation work,the major achievements of China's poverty alleviation and development since the reform and opening up,the difficulties in the implementation of poverty alleviation policies,and the challenges they face..The fourth part is the current situation of poverty in ethnic minority areas in China.It mainly analyzes the four dimensions of poverty scale and poverty level,production and living conditions of poor people,employment status and education level.The fifth part is the main content of the article: An empirical study on the precise poverty alleviation of ethnic minorities in China: Taking Longwangba Village in Jiqiang Town as an example,the basic situation of Longwangba Village,the main mode of precision poverty alleviation in Longwangba Village,and the accuracy of Longwangba Village The major achievements in poverty alleviation,the difficulties faced by Longwangba Village in accurately assisting the poor and their causes are discussed in four aspects.The sixth part is the experience and innovation path of precision poverty alleviation in ethnic minority areas in China.It is mainly led by the government,and it strictly implements the basic poverty alleviation policies in China.It also improves and innovates the institutional mechanisms for precision poverty alleviation to provide a strong guarantee for winning the battle against poverty;the concept first— The “Five Development Ideas” has been used to lead the accurate poverty alleviation work in ethnic minority areas in China;the state has carried out policy tilts on ethnic minority areas and increased funding for poverty alleviation in four aspects.The seventh part is the concluding remark,which summarizes the research topics of the entire paper and points out the deficiencies.
