Research On Precision Poverty Alleviation Model Of "Internet Poor Village" In Ethnic Areas

Poverty is one of the most critical social issues around the world today.Regions inhabited by ethnic groups in our country have a relatively large population of people in poverty.Due to various elements such as geography,society and economy,the poverty alleviation in these regions becomes a key task with respect to solving the problem facing poverty alleviation,which is directly concerned with social stability,long-term peace and order in ethnic minority areas,thus,it is indispensable to help poverty stricken population in ethnic minority areas get rid of poverty in an all-round way in order to achieve the national goal of all-round well-being and common prosperity.Over the years,China has attached great importance to poverty alleviation in ethnic minority areas,striving to seek for effective ways of poverty alleviation to help a large number of impoverished people overcome poverty and achieve prosperity.However,ethnic minority areas are still troubled by poverty,and poverty alleviation is still a perplexing issue.Since General Secretary Xi Jinping proposed “targeted poverty alleviation” strategy,it has become a significant strategic thought in the process of China's poverty alleviation in the new era.Bi'er Village,Longshan County,an impoverished village in Xiangxi Autonomous Prefecture,is a key area for “targeted poverty alleviation”.With the proposal of the national “Internet + Agriculture” strategic planning,Internet information technology will be deeply integrated into the whole process of agricultural production.“Internet + Poverty-stricken Village” is a best choice for agricultural modernization construction by means of re-integration and optimization of agricultural resources in poverty-stricken areas to realize transformation of agricultural products in aspects of production,operation,management and service.Bi'er Village has become a pilot area for “Internet + Poverty-stricken Village” in Xiangxi Autonomous Prefecture.Through taking Bi'er Village as an example,the achievements,existing problems and causes of “Internet + Poverty-stricken Village” of “targeted poverty alleviation” were analyzed by field investigation and information collection,and relevant countermeasures and suggestions were put forward.“Targeted poverty alleviation” is a crucial task in the process of building a moderately-prosperous and harmonious society.On the basis of implementing the “targeted poverty alleviation” strategy of the CPC Central Committee,our nation supports and encourages poverty alleviation in forms of “Internet+” and more.Bi'er Village of Xiangxi Autonomous Prefecture,relying on its specific development and considering today's development under the context of “Internet +”,has put forward the strategic planning of “Internet + Poverty-stricken Village”,in other words,the Internet information technology will be deeply integrated into the whole process of agricultural production by a new mode of integrating and optimizing agricultural resources in poverty-stricken areas to implement transformation of agricultural products with respect to production,operation,management,service and more,which becomes the best practice for the construction of agricultural modernization.Bi'er Village is characterized as original ecological culture of Tujia nationality in western Hunan,well-known for its beautiful natural environment,predominant regional location and abundant agricultural products,especially navel orange,specialty of Bi'er Village.Therefore,the development concept of “Internet + Poverty-stricken Village” is suitable for the sustainable development of agriculture in Bi'er Village.Bi'er Village is one of the poor villages in the ethnic minority areas of Longshan County,Xiangxi Autonomous Prefecture.There is a large population of people in poverty with low economic income,inconvenient transportation and poor housing conditions.As the government paid high attention to it,the “targeted poverty alleviation” strategy has been implemented in an orderly manner.Although some achievements have been made,there are also certain problems such as insufficient participation of farmers with respect to targeted identification and insignificant differences in “targeted poverty alleviation”.At the meantime,the situation that information peasant households get is enclosed and they cannot exactly understand the connotation of “targeted poverty alleviation” also causes the difficulty in implementing “targeted poverty alleviation” in Bi'er Village.Considering the rapid development of “Internet +”,the previous poverty status of Bi'er Village and the poor sales of navel orange industry,etc.,Bi'er Village was chosen as the pilot area implementing “Internet + Poverty-stricken Village” mode by Xiangxi Autonomous Prefecture.Through the implementation of “Internet + Poverty-stricken Village” supported by the “targeted poverty alleviation” strategy,this area has made achievements in boosting the development of citrus,especially navel orange industry,improving cultural environment,and enhancing level of poverty alleviation.However,in the process of implementing the “Internet + Poverty-stricken Village” mode,Bi'er Village still encountered certain problems such as imperfect supporting service system and so on.In order to promote further implementation of “Internet + Poverty-stricken Village”,some suggestions that the quality of agricultural and sideline products should been seriously paid attention to and villagers should further transform traditional sales concept were proposed.To be specific,countermeasures also include improving the operation standard system of “Internet + Poverty-stricken Village” and the service system of “Internet + Poverty-stricken Village” under the mode of “targeted poverty alleviation”,enhancing demonstration and guidance based on the strategy in addition to promoting the innovative application of “Internet + Poverty-stricken Village” mode.
