As the market economy continues to improve,the competition among enterprises has not only been limited to products' quality,price and other aspects.Time has become an important factor for customers to consider.In order to respond quickly to the market,MTO(Make to Order)in multi-variety and small-batch environment has been commonly adopted by SMEs(small and medium-sized enterprises).Meanwhile,the randomness of customers' orders is also increasing accordingly,which inevitably increases the difficulty of production management especially when rush orders arrive.Therefore,how to respond to the market quickly and deal with rush orders effectively has become the focus of enterprises.This paper takes the SMEs in MTO mode and multi-variety and small-batch environment as study object.The formulation of enterprises' production plan and the handling of rush orders have been discussed and dissected,and the impact of rush orders on the production plan is evaluated then.In terms of the formulation of production plans,it is divided into two phases,static and dynamic.In the static stage,MTO enterprises mostly make production schedules according to the customer orders in view of the uncertainty of quantities and types of products and the relatively short production cycle of the finished products.First,it probes into decision of order priority,and establishes inventory / tardiness cost model of production scheduling problem of multi-variety and small-batch enterprise under MTO mode.Then genetic algorithm is applied to solve this problem,and considering the impact of rush orders,some spare processing capacity is reserved in the code,after which the task order is obtained and beginning time of processing is determined subsequently.In the dynamic stage,it focuses on the general processing method and order inserting pattern of rush orders.Following comparison of the advantages and disadvantages of the three patterns of order inserting,rush orders are dealt with on the fundament of the static stage.In terms of impact evaluation of the rush orders,evaluation indexes are selected in the light of the four levels of TCRS.Combined with the analysis of impact on production planning of rush orders,ten secondary indicators,such as the speed of acceptance decision of rush orders,the increased inventory / tardiness cost,the delivery rate of orders,order stability and the change rate of production plan,are determined.Then entropy weight method is applied to calculate the weight of each index,and the evaluation index system for the impact of rush orders on production planning is put forward.In order to acquire the impact evaluation value of rush orders,D-S evidence theory is utilized for the impact evaluation.Examples are used to verify these respectively,of which the results show that the inventory / tardiness cost model based on rush orders can effectively help in production planning and scheduling in case of order uncertainty.Moreover,the impact evaluation of rush orders on production planning can effectively reflect enterprises' deficiencies when dealing with rush orders and help enterprises to make targeted improvements.Hence,enterprises will be able to respond more promptly and flexibly in dynamic market environment and enhance business efficiency ultimately.
