In November 2013,at the Third Plenary Session of the 18th CPC Central Committee,the "Decision of the Central Committee of the Communist Party of China on Several Key Issues for Comprehensively Deepening Reforms" had a new and clear definition of the development of a mixed-ownership economy,namely,to further strengthen public ownership and non-economic development.Publicly-owned economies are mutually integrated to stimulate the economic vitality of the entire people and require the active development of a mixed ownership economy.In 2018,General Secretary Xi Jinping made a major judgment on the economic development of the 19th National Congress of the Communist Party of China from high-speed growth stage to high-quality development stage,and put forward clear requirements for future high-quality development.The emergence and development of mixed ownership enterprises in China has a gradual history.The gradual transition from a single public structure under the guidance of China's planned economy before the reform and opening up to the common development of various forms of ownership economy,and a new round of mixed ownership reform of state-owned enterprises put forward higher requirements for business activities,and also for Chinese nationals.The economic development has created new impetus.This article takes the Marxist property rights theory and shareholding system theory as its basic theoretical foundations,and elaborates on the concepts of the new economic normal state,mixed ownership economy,and state-owned enterprise mixed ownership reform.The history of state-owned enterprises is reviewed in the order of historical transition.After roughly divided into four phases,the status quo of state-owned enterprise reforms is analyzed.The problems existing in the mixed ownership reform of state-owned enterprises are summarized.After related research on current theories and policies,the state-owned enterprises The problems faced in the enterprise reform have explored and raised three major issues and analyzed the reasons,and further deepened the challenges faced by mixed ownership reforms.The deep-level issues are guided by foreign experience,guided by Marxist economic theory,and referenced to the relevant western economies.Theory and finally put forward specific suggestions for the problems analyzed in this paper.
