China's social and economic are developing steadily.A large number of land,especially agricultural land,has been converted to construction land.The transformation of land types requires accurate agricultural land prices as the basis and reference.Therefore,the objective and accurate price of agricultural land has important practical significance for the protection of agricultural land and the normal and orderly development of the land market.It is also a prerequisite for ensuring the harmonious and stable development of the society.Comprehensively reflecting the land price of agricultural land from nature,society and ecology,especially the calculation of the ecological price of agricultural land,can provide a theoretical basis and technical support for the construction of social and ecological civilization.At present,the estimated price of agricultural land is only the quality price of agricultural land,and the study for ecological value of agricultural land is not sufficient enough to fully reflect the value of agricultural land.In the past,the county adopted a unified social security price and social stability price as the standard.We applied the methods to Haixing County in Hebei as a case study.The administrative unit was the basic unit.Sum up four parts of the comprehensive value of agricultural land,including quality value,social security value,social stability value and ecological value,and explore the accounting methods for the value of each part.Finally,the comprehensive price of agricultural land was obtained,which was divided into four price ranges using the natural break-point method.The results were as follows:(1)The existing deficiencies in the measurement of farmland land prices were studied,and a more comprehensive method for calculating land prices for agricultural land was determined.It measured farmland quality price,social security price,social stability price and ecological price separately.It calculated agricultural land quality price and used income reduction method,and adopt“scissor difference”method to revise it.It quantified endowment insurance value,medical insurance value,employment security.We Got the social security value of agricultural land.The alternative method calculates the stability price of the society.It used the cost of reclamation and fertility formation of agricultural land to replace;the quantification of the ecological price uses the ecosystem service value method to replace the market price substitution method,and used the net primary productivity to correct the difference in its geographical location.Based the perspective of food security,the amount of cultivated land ecological compensation in the study area was quantified.Finally,through comparison with the current living standards of land-expropriated farmers,the rationality of the compensation price for land expropriation was verified.(2)After summing the four parts of the price,the comprehensive land price of the agricultural land was obtained,and the comprehensive land price of the agricultural land was divided into four price ranges using the Arcgis 10.0 natural break-point method.The results were as follows:The primary price range was8.53×10~5~1.10×10~6 Yuan/hm~2,accounting for 10.64%of the total cultivated land;the secondary price range was 5.80×10~5~8.53×10~5 Yuan/hm~2,accounting for 27.49%of the total area of cultivated land;the three-level price range was 4.23×10~5~5.80×10~5 Yuan/hm~2,accounting for 42.36%of the total cultivated land area;the fourth-level price range was 2.34×10~5~4.3×10~5 Yuan/hm~2,accounting for 19.49%of the total cultivated land area.The price difference between farmland in the four price ranges was the largest,and the social security price in agricultural land was also significantly different in the four price ranges.When quantifying the social stable price of agricultural land and the ecological price of agricultural land,the previous situation of the same price across the county was changed.Although the two parts have differences in the price ranged,the difference was small.(3)In 2016,the priority of cultivated land ecological compensation in Haixing County gradually decreased from west to east.The priorities of Haixing Farm and Zhaomao Township were relatively high.The priority of cultivated land ecological compensation was 0.1296 and 0.0657.The smaller priority was Qingxian Farm and Xiaoshan Town.The priority of cultivated land ecological compensation was 0.0111 and0.0258 respectively.From the perspective of food security,based on the value of ecosystem services,the townsthat need to pay the compensation for cultivated land in Haixing County were Haixing Farm,Zhaomaotao Township and Gaowan Town,and the towns that had received ecological compensation for cultivated land only was Qingxian Farm.The comprehensive price measurement of agricultural land can comprehensively reflect the value of agricultural land.It can improve people's understanding of the responsibility of agricultural land in the ecological environment.And under the new requirements for the construction of ecological civilization,it provide ideas for the contradiction between farmland ecological security,food security and development.It provide standards and basis for the calculation of comprehensive prices for agricultural land.
