With the rapid development of the global economy,population and the acceleration of the industrialization process,the economic development mode which at the expense of over consumption of resources has led to the environment and economic crisis.As the developed area,the coastal cities are developing rapidly in the economy,and the problem of environmental pollution and resources waste is becoming more and more serious.Improving the green growth efficiency of the coastal cities is of great significance to the green development of other cities and regions,and will also affect the sustainable economic growth of our country.This paper selects 13 open coastal cities as the research object,using the data envelopment analysis method in the BCC model and Malmquist index decomposition method.Choosing the capital,labor,energy consumption and environmental pollution of coastal cities as input indicators.Using entropy method to measure the environmental pollution which includes waste gas,water and material.Choosing the GDP of coastal cities as output indicator,then measure green growth efficiency and productivity in 2007-2016.Analyzing the efficiency of green growth,and divided it into pure technical efficiency and scale efficiency.In addition,measure the efficiency of green total factor growth in coastal cities and summarize the dynamic efficiency change and trend.The results show that the green growth efficiency of coastal cities in China is not changing as a whole.The average green growth efficiency is 0.918,and the efficiency value is relatively high,indicating that 8.2% of the resources are wasted and there is room for improvement.The analysis of total factor productivity(TFP)can have a great impact on the green productivity of coastal cities.The scale of economic development,the level of energy consumption and technological progress have an impact on the efficiency.According to the pure technical efficiency and scale efficiency,cities are divided into "two high","double low" and "high" and "low high" four types.Through analyzing its advantages and disadvantages,to explore the possible reasons and put forward the plan,then provide reference for green growth.Based on the above conclusions,this paper puts forward that regional differences should be taken into consideration in the process of urban economic development,promoting technological progress,reducing environmental pollution,and improving the green growthefficiency of coastal cities with policy assistance.This study objectively evaluated the degree of green growth of coastal cities in China,and provided theoretical basis and practical exploration for coastal cities and even other cities to achieve green growth.
