The Central Committee of the Communist Party of China and the State Council promulgated the Decision on Deepening the Comprehensive Reform of Federation of Supply and Marketing Cooperatives,and made it clear that deepening the reform must strengthen the construction of the talent distribution team of the Supply and Marketing Cooperatives,attracting all kinds of management,professional and technical personnel who has the enthusiasm for the cooperatives,the feelings for the farmers.This puts forward higher requirements of human resources management of the Harbin Federation of Supply and Marketing Cooperatives.The existing traditional personnel management is difficult to meet the needs of deepening reform and market economy,in order to strengthen the supply and marketing cooperatives personnel team construction,the urgent need to introduce fine management concept to change the existing human resource management.This article mainly defines the related concepts involved in the fine management of human resources,and summarizes the characteristics of the fine management of human resources.On the basis of this,this paper analyzes the present situation of the establishment,personnel situation and human resource management of Harbin Federation of Supply and Marketing Cooperatives,and summarizes the main problems:human resources management is not lean,the assessment method is not accurate,the target responsibility is not detailed,the system is not strict and other major issues.Through the in-depth analysis of these problems,the main reason for these problems is the lack of human resources management concept,the lack of human resource management system,and the backwardness of human resource management.In this paper,the author puts forward the fine model of human resource management in Harbin Federation of Supply and Marketing Cooperatives.The new model is mainly composed of four modules,job analysis and preparation of job descriptions,development of human resource management planning,development of training plan,construction performance appraisal system,through the interaction between the various modules to achieve the HarbinFederation of Supply and Marketing Cooperatives of human resources management standardization and scientific,for the Harbin Federation of Supply and Marketing Cooperatives to deepen the reform to provide a strong talent protection.
