China is the birthplace of tea,and the tea culture occupies an important position in the Chinese traditional culture.As the ancestor of fermented-tea,the history of Fuzhuan Tea,mainly sold to northwest frontier minority areas,could trace back to the Ming and Qing Dynasties and be reproduced by raw dark tea which is transported from Anhua County of Hunan Province to Jingyang County of Shaanxi Province where it is pressed into finished products.Therefore,Fuzhuan Tea plays a key role in the millennium history of the Border-selling Tea in china.In recent years,Jingyang brick tea,which its health function and collection values have been arousing people's wide,has been on sale the domestic tea market and gradually develops the international market under the guidance of the Belt and Road Initiative,This paper firstly generalized the historical background and practical significance of the Belt and Road Initiative,analysed the tea consumption of the countries and regions along the Belt and Road and investigated Jingyang Fu tea production and marketing history,culture and industry development status.Using SWOT analytical method,something were analyzed that the Jingyang Fu tea its own development'strengths,weaknesses,opportunities and threats.and it was put forward that the development of Jingyang Fu tea insdustry is advantageous in the geographic position,tea raw materials,history and culture,traffic condition,science and technology,but disadvantaged that it is weak in small financing difficulties for enterprises,weak foundation of talents in enterprises and balance of industrial development.Therefore,the development strategy of Jingyang Brick Tea industry is proposed.the results are as follows: Mining and carry forward the Fu tea culture,creating famous brand;improve enterprise management,expand the scale of Fuzhuan Tea Industry;realize the standardization of production and processing,enhance the quality of Fuzhuan Tea;strengthening scientific research and development of new products,etc.Finally,in the background of the Belt and Road Initiative and the combination of Fuzhuan Tea development status and opportunities,the key points in the Jingyang Fu Tea outward development are put forward: the policy communication,the smooth trade,the accommodation of funds,the cultural intermediatio and the people'closer hearts in the tea industry.Caused by the different social development phases of the countries and region along the Belt and Road,their tea industry' resources and markets have own unique characteristics.Consequently,the paper comes up with the strategy suggestions: to draft the target of Fuzhuan Tea Industry in regional economy development;to establish economic and financial support system;to develop Fu tea network of cross-border electricity supplier Chinese cultural heritage platform;to improve the protection of laws and regulations rights and interests;to create a new model of cooperation and development;to achieve Fu tea culture identity.
