A Study On New Think Tanks' Construction In Xinjiang Province

General Secretary Xi emphasized that it is necessary to strengthen the construction of new think tanks with Chinese characteristics in the report of the 19 th Congress.As the socialism with Chinese characteristics has entered a new era,the reform of the national governance system encounters a “deep water area,” and the need for advanced theory and strong intellectual support is more pressing at this stage.The current "One Belt and One Road" strategy has attracted much attention both at home and abroad,and the Xinjiang Uygur Autonomous Region,as an important area for the "Belt and Road" strategic development,ushered in new development opportunities and challenges.However,Xinjiang,as a western underdeveloped region,is becoming more and more important for the construction of talent teams and intellectual support.As an emerging force embodying the soft power of the country and the region,think tanks embody advanced wisdom and outstanding talents.They play an important role in assisting the government in making scientific decisions,realizing the modernization of national governance systems and governance capabilities,and implementing the five major development concepts and deepening the people's will.The new type of socialist think tank with Chinese characteristics is a new task facing the new era.It requires the people of the country to explore in depth from the perspective of theory and practice.Based on this,through the review of relevant literature and field visits to the Xinjiang think tank organization,this article first reviews the development context of think tanks in macro terms and summarizes the important functions they play;secondly,in combination with regional realities,it explains the development history,construction status,and major issues of Xinjiang think tanks.The type and its main ways of influence decision-making;in addition,it discusses issues such as limited competitiveness,limited development environment,and inadequate self-building of Xinjiang think tanks;finally,it takes the national strategic development goals and the development goals of Xinjiang as the starting point,and Four aspects of positioning,improving support mechanisms,strengthening self-building,and drawing on theexperience of domestic and foreign think tanks are proposed to promote the development of Xinjiang think tanks.This article aims to provide an in-depth understanding of the status quo of Xinjiang think tanks,summarizing the practical experience of Xinjiang think tanks in serving the local economic construction and social development;analyzing the insufficiency of local think tanks,clarifying the direction of future construction,enhancing the professional capabilities and influence of Xinjiang think tanks,and promoting their own development and enhancing its contribution to regional development.
