Research On The Development Of Rural Collective Economy

The report of 19 th CPC National Congress of the Party put forward the strategy of carrying out the rural rejuvenation,and clearly pointed out that "deepening the reform of the rural collective property right system,protecting the peasants' property rights and interests,and strengthening the rural collective economy".The development of rural collective economy has become an important part of rural revitalization.It is true that with the national overall planning of urban and rural areas,the implementation of urban and rural integration strategy measures to promote,rural infrastructure construction,education,culture and other aspects have made considerable achievements,but the imbalance is still outstanding.For example,the current situation of rural governance is not optimistic,the organization construction can not adapt to the requirements of the development of the times,the industrial development lags behind seriously,especially by the state policy.The constraints of institution,resource endowment and talent make the development of rural collective economy weak,the endogenous power insufficient,the majority of rural collective economy weak,the phenomenon of empty shell villages serious,and the problem of collective debt in rural areas severe.Public infrastructure construction is not supported by funds,which directly affects the governance of rural areas and the realization of agricultural rural modernization.Therefore,exploring the ways to strengthen the rural collective economy has strong realistic and contemporary significance.This research is based on such practical requirements,taking 10 counties of Hebei Province as the research object,the present situation of rural collective economy is deeply analyzed,the reason of its collective economy weakness is explored,and the Zhuang is put forward.The way of large collective economy is of great practical significance to enhance the strength of rural collective economy.In this study,using the theories of regional economy,rural governance and human capital,using literature research,field investigation and case analysis,combining the existing research literature and a large number of field research,the collective income from rural areas is generally low.The problem of collective debt in rural areas is severe,the construction of public facilities in rural areas is insufficient,and the necessity of strengthening the collective economy is put forward in the aspects of rural revitalization and lack of economic support.This paper summarizes and analyzes the present situation of rural collective economy development in 10 counties of Hebei province,and finds out the main reasons for the weakness of collective economy,including the single source of rural collective income,the shortage of talents,the weakening of organization and the shortage of system supply.Here.On the basis of the analysis of typical cases in three places,such as Nanyu Village,Sanpo Town,Sanpo Town,Jinzhou City,and Jintai Chen Village in Dingxing County,Laishui County,the experiences and practices of developing rural collective economy are refined.Then put forward the different forms of rural collective economy to achieve the way and safeguard measures.The innovation of this study is to summarize the experience of developing collective economy in typical villages on the basis of questionnaire survey in 10 counties of Hebei Province and field visits to some counties,and to refine the choice of ways to develop rural collective economy in different resource-type areas.It mainly includes five ways to realize land circulation service,to establish collective enterprises,to develop property economy,to develop rural economic cooperatives and to carry out collective unified management,in order to provide reference for the development of rural collective economy.
