A Study On The Factors Of Promoting The Development Of Rural Collective Economy

As one of the important issues of the national economy and the people's livelihood,the"three rural issues"is related to the lives of farmers who account for nearly half of China's population,and affects whether China can achieve the goal of building a well-off society in an all-round way by 2020.The development of rural productivity is the key to solving the"three rural issues".Under the unified two-tier management system of rural areas in China,the rural collective economy and the household contract responsibility system constitute the management mode of rural economy in China.After the prosperity or decline of different social stages,it is still an economic form that cannot be ignored in China's rural areas.The 19th National Congress of the Communist Party of China proposed a strategy for rural revitalization,emphasizing the need to strengthen the rural collective economy and deepen the reform of the property rights system.The development of rural areas is inseparable from the development of rural collective economy.At the same time,the development of rural collective economy is also an important means of coordinating urban and rural development and improving people's livelihood.In 2019,the No.1 Document of the Central Government proposed to complete the verification of collective assets on time,and to build a platform and improve the system for the management of collective assets.The No.1 Document of the Central Committee in 2014 and after repeatedly mentioned the development and strengthening of the rural collective economy.How many years have occurred in the development of rural collective economy in China,what problems have been encountered in the development process,and what are the factors that promote the development of rural collective economy?It is of great significance to clarify these issues for the implementation of relevant policies,new rural construction,increased farmers'income and agricultural modernization.In this context,this paper summarizes the relevant policies and developments of rural collective economic development,and obtains relevant data and data on rural collective economy on the basis of field research.Taking the sample village of Hubei Province as the object,this paper analyzes the status quo and development influencing factors of rural collective economic development by empirical analysis method,and draws the relevant conclusions of rural collective economic development.On this basis,it puts forward reasonable suggestions.The research results show that:(1)Since 2012,the overall development of rural collective economy in China has shown an upward trend.(2)Asset confirmation has a positive impact on the development of rural collective economy,and the effect of asset shareholding reform is still not obvious.(3)The endowment conditions of village collective assets have an important impact on the improvement of village collective economic income.(4)The organization and management of village-level social capital and village collective economy have an important impact on the village collective economic development.(5)The geographical location and infrastructure conditions of the village affect the development of the village collective economy.According to the conclusions,the following policy recommendations are proposed:(1)to create "introduction projects","investment projects" and "introduction projects".(2)Consulting scientific research institutions and using local resource endowments to create characteristic agriculture.(3)Accelerate the clean-up accounting of the village collective assets and the progress of the reform of the power and shareholding system.(4)Improve the construction and operation and maintenance of infrastructure such as village roads.
