Technological innovation is the core of technological progress and technological innovation is an important way to realize market competitive advantage,which determines the survival and development of enterprises.The technical innovation of the enterprise involves resources such as manpower,material resources,funds,information and experience.In essence,it is a complex process consisting of multiple stages and multiple nodes,with the value of value added.Innovation resources are the support and guarantee for enterprises to carry out innovation activities,and the optimal allocation of innovative resources is an important means for enterprises to improve the efficiency of technological innovation and enhance the ability of technological innovation.However,the inefficient allocation of innovative resources caused by improper goal setting has greatly reduced the effectiveness of technological innovation in China.Therefore,setting up reasonable development goals to improve the enterprise innovation resources allocation efficiency is particularly important.Firstly,analyzes the common problems of the goals setting in the enterprise innovation resource allocation,and has been clear about the rationality of multi-objective planning to improve the utilization rate of enterprise innovation resources and optimize the allocation of innovative resources in this paper.Then,the basic process of enterprise technological innovation as a clue and the GERT network method as a theoretical platform build a model of the enterprise's innovative value flow model and illustrate the solving process and the basic laws of the model.Then,combining with the multi-objective of enterprise innovation and development designs the implementation plan for the rational allocation of enterprise innovation resources,and establishes the enterprise innovation comprehensive income evaluation model which can inspect the concrete implementation effect of the inspection plan.In the end,the results show that the multi-objective planning is more effective for enterprise innovation resource allocation by comparing with the enterprise innovation comprehensive income of no clear goal programming,single objective programmingand multi-objective planning under three main goal programming.Taking Huawei as an example,this paper makes a case study of enterprise innovation resource allocation under multi-objective programming,sums up the present situation of Huawei,and expounds the evolvement process of Huawei's innovation resources in detail under the background of Huawei's strong development momentum and broad development prospect and combined with the analysis result of GERT network model,This paper analyzes the disposition of the innovative resources of Huawei based on multi-objective development planning in different stages of its development,and in the light of the above analysis,forecasts the development prospect of Huawei's innovative resources for other enterprises to set development goals and to allocate innovative resources for reference.
