Research On The Collaborative Governance Problem Of Rural Tourism Precision Poverty Alleviation In Qinglong County

Qinglong Manchu Autonomous County as the only state-level poverty-stricken counties,ethnic minority autonomous counties,and revolutionary old areas in Qinhuangdao City,has a very prominent problem of poverty.However,it has abundant tourism resources.In addition to the past 30 years of experience in tourism poverty alleviation,In the context of precision poverty alleviation,Qinglong County has a certain degree of implementability and explorability for carrying out accurate poverty alleviation in rural tourism.The paper is based on rural tourism precision poverty alleviation situation as the research object,introduces the collaborative governance theory,and builds the rural tourism precision poverty alleviation of collaborative governance theory analysis framework "subject-process ",combining with the actual case of Qinhuangdao Qinglong County,to analysis the collaborative problem of rural tourism precision poverty alleviation in Qinglong County.The failure of government leading mode,the failure of market leading pattern and the lagging of social dominant model show that previous tourism poverty alleviation model of single dominant main body can not undertake the important task of tourism precision poverty alleviation at present in our country.Collaborative governance system of Tourism precision poverty alleviation must be established.In long-term theory and practice of exploration,QingLong County initially formed the collaborative governance mode of rural tourism precision poverty alleviation.But in specific collaborative governance of rural tourism precision poverty alleviation,there are tow major problems,namely,main body is lack of collaboration and the process is lack of collaboration.The causes of these problems are also various:First,in the aspect of main bodies,the government's pursuit of profits and the disadvantages of the "block" division of labor lead to the uncoordinated government;The lack of cooperative management mechanism leads to the incoordination of market players;The conservative farmers' values and the lack of market access capability lead to the incoordination of social bodies;The asymmetry of information resources,the unsoundness of laws and regulations lead to the incoordination between government,market andsociety.Second,in the aspect of process,the lack of cooperation mechanism of dynamic tourism poverty alleviation target recognition;The inertia of omnipotent government hinders the participation of other subjects in helping and supporting,which leads to the incoordination of the tourism accurate help;The fragmentation of responsibilities of collaborative management and the imperfect system of collaborative supervision and management lead to the uncoordinated accurate management of tourism.Therefore,It is necessary to solve the problems in the coordinated management of rural tourism in qinglong county and ensure the effective implementation of rural tourism targeted poverty alleviation.Specifically,in the body aspect,by optimizing the relationship between government,market,and society,we can achieve the coordination of the targeted poverty alleviation governance of rural tourism.In the process aspect,the cooperation in accurate identification of rural tourism can be realized through the participation of multiple parties.;Through the participation of market subject and poor people to help realize the coordination of rural tourism precision help;The cooperation in accurate rural tourism management can be realized through the establishment of cross-regional cooperative organizations for targeted poverty alleviation of diversified tourism and the establishment and improvement of cooperative supervision,assessment and accountability mechanism cooperation system.
