Inter-governmental Cooperation Research In Qingyuan City,Guangzhou

It is of great significance for all regions to give full play to their advantages in resource endowments,strengthen inter-regional cooperation,promote rational and free flow of market factors,further increase the efficiency of resource allocation,and promote the rational spatial distribution and coordinated economic development of regional population,resources,and the environment.This paper will use the government cooperation between Guangzhou and Qingyuan City as the research case.The reason is that the "strong and weak cooperation" between Guangzhou and Qingyuan has certain typicalness and representativeness,in order to promote the integration of Guangqing and Qingyuan.Provide valuable policy advice and provide useful lessons for government cooperation in other areas.This article focuses on domestic research on the relationship between government,inter-government cooperation,inter-government cooperation mechanism and foreign factors of endowment cooperation theory,governance theory,multi-center theory.It is undeniable that the research literature on government cooperation at home and abroad is very rich,but there is a limited number of research literature and achievements on government cooperation in the process of promoting integration between Guangzhou and Qingyuan.This paper tries to use the basic theory of government administration to analyze the background cooperation of Guangzhou City and Qingyuan City,the current situation of cooperation,and the progress of the cooperation.It analyzes the problems existing in the cooperation between Guangzhou&Qingyuan of the government,and draws on the mature domestic and foreign experience.Based on the experience and practices,it finally put forward specific measures and proposals for how to further promote cooperation between the Guangzhou&Qingyuan of government.From the structure of this paper,there are six parts:The first part is the introduction.It introduces the research background and significance of this paper.It mainly analyzes the topic of cooperation between Guangzhou and Qingyuan in promoting the inter-government cooperation in the process of integration.Based on this,it puts forward the thinking and analysis framework of the thesis research.Theoretical basis.The second part introduces the concept of intergovernmental cooperation and the theoretical basis of this paper.Firstly,several basic concepts are defined: intergovernmental relations,intergovernmental cooperation,guangzhou and qingyuan intergovernmental cooperation,and the implications,main features and main contents of the intergovernmental management theory are introduced in detail.The third part analyzes the current situation of inter-governmental cooperation between guangzhou and qingyuan.This paper focuses on four aspects: the motivation,development course,cooperation exploration practice and progress of cooperation between the two cities.The fourth part analyzes the main problems of guang qing cooperation,namely: the cooperation needs to improve coordination mechanism,interest distribution mechanism to be perfect enough correlation industry development and integration of planning and coordination,etc.It is pointed out that the root causes of the existing problems are: the obstacles of administrative division under the current system,the restriction of unbalanced development in the cooperative region and the inadequacy of relevant legal systems.The fifth part introduces the domestic and foreign governments cooperation experience in practice,respectively to the Tokyo metropolitan government cooperation and paper summarizes the case of a government cooperation in Yangtze river delta,through the analysis of the six o 'clock.The sixth part puts forward Suggestions for the intergovernmental cooperation of guangqing dynasty.Mainly for the third part points out the problems on echo,trying to come up with the train of thought to solve the problem from the root,the concrete from strengthening the cooperation of the regional planning,establish efficient management mechanism,coordination of regional factors flow and industrial division of labor cooperation,the establishment of relatively unified policies and regulations system,elaborates the four aspects.
